Supervisory Contract Specialist, 606-253-8886 The Federal
Bureau of Prisons, Federal Correctional Complex, Bunter, North Carolina
has a requirement for the services for a qualified medical entity(ies)
to provide medical and other professional services to federal inmates
at the Federal Medical Center (FMC) and any of the other institutions
within the Federal Correctional Complex(FCC) located in Butner, North
Carolina. The FCC consists of three facilities, a low security
correctional institution (LSCI), housing approximately 1300 inmates, a
medium security institution (FCI) with a minimum security satellite
camp (FPC) housing approximately 1100 inmates, and a federal medical
center (FMC) which will at full capacity house approximately 849
inmates, of which approximately 538 will be inmate patients. The
contractor shall provide most of the required inmate medical services
at the FMC. The FMC will house and provide inpatient and outpatient
medical services to inmates of multiple security levels, including
high, medium, low and minimum security. The contractor shall provide a
full range of diagnostic and therapeutic services typically found in
many community and some tertiary care level hospitals. The required
medical services consist of inpatient and outpatient hospital services,
and inpatient and outpatient physician services. Contractor(s) will be
required to provide on-site services in clinical and administrative
functions, including but not limited to: Clinical Laboratory,
Diagnostic Imaging, including but not limited to: MRI, CT, Nuclear
Medicine, Angiography, Ultrasound, and Fluoroscopy; Radiation Therapy,
Dialysis, Respiratory Therapy, Surgical Services, including physician
specialists; Neuro Diagnostic Services, including but not limited to:
EKG, EEG, EMG/EP and Cardiac Stress Testing; Medical Library,
Optometry Services; Physician Services to include: Emergency Medicine,
Cardiology Clinic, Endocrinology, Gastroenterology, Hematology,
Infectious Disease, Medical Oncology, Pulmonary Disease, Rheumatology,
Opthamology, Otorhinolaryngology, Physical Medicine, and Rehab.
Neurology, and Urology. When possible, all services shall be provided
on site a the Federal Medical Center or within the Health Services
Departments of the institutions within the FCC/FMC. Contractor shall
provide off site community based care. Off site community based care
may include a combination of inpatient/outpatient hospital services,
medical group or individual physician services. Because of security
concerns, off site community based care must be provided within a fifty
mile radius of the Federal Correctional Complex, Butner, North
Carolina. The contractor shall provide health care providers and
administrative functions to fulfill the level of care and range of
services as may be required by the FMC/FCC and in accordance with the
Joint Commission on the Accreditation of Healthcare Organizations, or
other regulatory agencies. Because the FMC is a new facility, exact
contract quantities and frequencies are not known at this time.
However, estimated quantities and frequencies will be stated in the
solicitation. All services will be required for a twelve month base
period, with four twelve month option periods which can be exercised
att the option of the government. The total duration of the contract
shall not exceed 5 (five) years. The Government intends to make
multiple awards, but reserves the right to make a single award to a
qualified offeror. The government intends to award an indefinite
delivery/indefinite quantity and/or indefinite delivery/requirements
type of contract(s). The solicitation will be issued as a commercial
item in accordance with FAR Part 12 and will be evaluated in accordance
with FAR Part 15. The anticipated solicitation issue date is July 31,
