The Office of the Chief Financial Officer (OCFO) for the District of Columbia is seeking proposals for Underwriter Services for the Securitization of Tobacco Settlement Revenues, Solicitation No. CFOPD-00-R-021. Tobacco Settlement Revenues are the result of the Master Settlement Agreement (MSA) among the District of Columbia, forty-six states, five territories, and U.S. Tobacco product manufacturers. The selected firm will provided assistance to the Office of Finance and Treasury in drafting legislation, developing a securitization program and negotiating the initial sale of obligations issued to securitize payments received under the MSA. It is the intent of the District to solicit proposals and select an investment-banking firm to act as senior managing underwriter and select several other firms to serve as co-managing underwriters. The district may, at its option, select more than one senior managing underwriter. The anticipated release date of solicitation documents (Request for Proposal) is Monday July 3rd, 2000.
