R -- DEVELOPMENT OF STANDARD MEASURES SOL 290-00-0010 DUE 080700 POC Mary Haines, Contracting Officer, 301-594-7193 The Agency for Healthcare Research and Quality intends to award a sole source contract to the National Forum for Health Care Quality Measurement and Reporting, 1875 Connecticut Ave., NW, Suite 640, Washington, DC 20009 to provide for the development of voluntary consensus standard measures of (1) hospital quality of care performance, and (2) patient safety. The estimated period of performance is thirty (30) months. The offeror is the only source which has an understanding of and experience in, quality measurement, patient safety, and the ability to bring together purchasers, providers, consumer representatives, and quality improvement organizations. The offeror must be able to demonstrate that it can involve these diverse stakeholders in a fair and open process that will lead to a consensus on those measures that will be used as well as demonstrating that the consensus on those measures can lead to a sufficiently broad use of the measures that they will in fact become industry standards. It is anticipated that for the hospital core measures the offeror will draw heavily from existing identified performance measure sets, particularly those measures incorporated by the Peer Review Organization's Sixth Scope of Work and the JCAHO ORYX Plus Program. Interested concerns should provide a capability statement directly related to this acquisition. All responses will be considered by AHCPR. A determination by the Government not to compete this proposed contract based on responses is solely within the discretion of the Government.
