COMMERCE BUSINESS DAILY ISSUE OF JUNE 20,2000 PSA#2625N/A The Office of Inspector General hereby serves notice of its intent
to award a sole source contract to the International Association of
Chiefs of Police (IACP) to provide an analysis of the Fish and Wildlife
Service (FWS) Refuge Law Enforcement program in order to determine it's
effectiveness and efficiency. Services will be continued through
October 31, 2000. The IACP is one of four agencies that established the
minimum standards set forth by the commission on accreditation for law
enforcement agencies. The other three agencies are actual police
departments that do not contract out to perform any type of studies.
The IACP is the only non-profit police organization that provides
police departments worldwide the services of comprehensive studies of
management organization, staffing and operations of their departments.
The IACP is recognized as the world's leading Police Executive
Association. Its studies inherently possess the maximum degree of
prestige and credibility. The IACP has the unique ability torender
guidance of the highest quality and unparalleled objectivity to address
national problems related to enforcement of laws governing Federal
lands under the domain of FWS. This sole source acquisition is being
issued under the authority of FAR 6.302-1 and is advertised to meet the
