(RFP) for Utilities Privatization of Navy Utility Assets. To
prospective offerors: This is a draft hypothetical RFP for Marine Corps
bases A, B & C. The purpose of this draft solicitation is to provide
interested parties with the opportunity to review its contents and
provide comments, but not price. The RFP Table of Contents contains the
applicable sections detailing requirements and provisions of the draft
solicitation. We encourage you to: a. Evaluate and Challenge all
elements of the draft RFP. b. Propose methods to reduce proposal and
contract costs. c. Identify requirements that are confusing,
contradictory, inconsistent, or are unduly restrictive. d. Identify
appropriate approaches or techniques for the procurement described in
the solicitation. e. Evaluate and comment on the bidding methodology.
f. Identify techniques or methods that would result in a better overall
solicitation. g. Comment/provide feedback on how many days should the
RFP be open prior to establishing a closing date. h. Provide industry
(your) interpretation of the scope of site visits and due diligence
(e.g. how much time and magnitude of visit). i. Any other
information/data you deem relevant to the RFP requirements. The
Government does not intend to award a contract on the basis of this
draft solicitation. Responses are voluntary, not mandatory. The
Government is not soliciting offers, and it will be the Contracting
Officer's decision as to which comments or changes are accepted and
incorporated into any final solicitation document. All comments must be
received by close of business on 10 Jul 00. Comments may be written,
and mailed to the official address cited in this announcement or send
electronically via the referenced e-mail address. The RFP will be
