serves as a notice of intent to procure, on a sole-source basis, with
Shiftwork Systems, Inc. The objective is to determine the benefits of
using bright light technology to enhance alertness and circadian
adaption in the staff of one National Weather Services Office. The work
will be conducted in three phases: (1) assessment (to determine the
benefits of using bright light technology to enhance alertness and
circadian adaption), (2) installation, and (3) post installation
support consisting of adjustments and tailoring. The requirement will
include an option for one additional Forecast Office. The Government
intends to negotiate on a sole-source basis with Shiftwork Systems as
we believe this is the only source which possesses the exclusive
license to use a methodology patented by scientists at Harvard Medical
School. By having the exclusive license, Shiftwork personnel are
experts in the fields of circadian physiology, illumination and
software engineering and possesses the unique capability to install,
monitor and maintain the system. The methodology comprises a
computerized mathematical model that programs and controls the
application of specially designed bright light technology installed in
work areas. All interested concerns must submit documentation
demonstrating the qualifications to provide these services and ability
to install a circadian lighting system as described above by July 17,
2000. This notice may represent the only official notice of such
