E-MAIL: Victor Wells, victor.wells@goodfellow.af.mil. 1. Goodfellow AFB seeks proposers from the private sector interested in a housing privatization initiative at the installation. It will be conducted under the authority of Title 10, United States Code, Chapter 169, Subchapter IV-Alternate Authority for Acquisition and Improvement of Military Housing (10 U.S.C. __ 2871-2885). Estimated dollar value is approximately $20-50M. The Goodfellow AFB housing requirement is 258 family housing units. The grade mix for this housing requirement is approximately 4% senior officers (O4-O6), 8% junior officers (O1-O3), 9% senior enlisted (E7-E9), 60% mid-grade enlisted (E4-E6) and 17% junior enlisted (E1-E3). 2. The government will not provide any direct loans or guarantees as defined in 10 U.S.C. _ 2873. The government will not provide any investments as defined in 10 U.S.C. _ 2875, such as investments in limited partnerships, purchases of stock or other equity instruments, or purchases of bonds or other debt instruments. The government will convey 98 existing units (24 fourplex units constructed in 1941 and 2 single-family units constructed in 2000) and lease to the proposer 15 acres of land currently occupied by the existing units. The land lease will be granted for a period of up to 50 years at nominal cash rental. The government pays the Basic Allowance for Housing (BAH) to the military member referred to privatized housing, and the government may direct the rent be paid by the member through an allotment. The proposer shall not charge for rent and utilities an amount exceeding the BAH designated for the specific units as outlined below. The 24 fourplex units are designated for the following military grade structure: 3 E-1(s), 4 E-2(s), 15 E-3(s), 23 E-4(s), 28 E-5(s), and 23 E-6(s). The 2 single family units will be occupied by officer grade O-6. BAH rates for Goodfellow AFB can be found at www.dtic.mil/perdiem/bahform.html. The proposer is responsible for all funding, taxes, construction, facility/road/grounds maintenance and repairs, utilities, and refuse collection for all existing and proposed housing. The government will also lease an additional 44 acres of land on the installation for the same period of up to 50 years at a nominal cash rental for the construction of additional housing to meet the government_s requirements. Proposers are advised this amount of land may or may not be of sufficient acreage to totally meet the government_s requirement, and any additional acreage is the responsibility of the proposer. The government requires a minimum of nine units be constructed to satisfy requirements for key and essential housing (three O-6 units, three O-5 units, two O-4 units and one E-9 unit) within 18 months of contract award. The proposer shall provide a minimum of 60 units ready for occupancy by 2007. Units shall be single family or duplex units. The size of the units will be consistent with Air Force standards as noted in the below chart. A minimum of 25% of the units shall have four bedrooms and the balance shall have three bedrooms. The government provides no guarantee of occupancy. Accompanied members (with families) will be referred to the housing development management element staffed and operated by the proposer, and the military members will have the option of renting or not renting the units. The Air Force will not assign or otherwise require them to live in the housing. In the event government referrals for units in the development are not sufficient and the occupancy rate of the development falls below ninety-five percent for any consecutive three month period, the offeror shall have the right to offer vacant units for occupancy to "other tenants" at rates no lower or more favorable than the referral rates charged to accompanied military members. Each vacant unit eligible for occupancy by "other tenants" shall be offered for rent by the proposer for not longer than a one-year period and based on the following priority: unaccompanied military members, Federal civil service employees, military retirees, Goodfellow AFB contractors, and the general public. If other tenants occupy any units on base, the government retains the right to re-fence its boundary and sever the units from the base proper. All units constructed by the proposer on leased, government land must be architecturally compatible with the brick construction of the two existing senior officer housing units on Goodfellow AFB. The proposer is responsible for renovating all existing units to current standards after 25 years of ownership as well as all newly constructed units after 25 years of ownership. The proposer is responsible for fire protection, security, and basic services for all units outside the base confines, and in the event the on-base units are severed from the confines of thebase, the proposer would also be responsible to arrange for the fire and security protection of those units. All units and the development shall be constructed to meet Air Force, federal, state, and city of San Angelo code, laws, regulations, and standards. The government has no financial obligation if occupancy rates cannot be sustained. 3. The government has received an unsolicited proposal from the City of San Angelo TX to privatize Goodfellow Air Force Base_s military family housing assets that is consistent with and in some respects exceeds the requirements stated above. 4. The government seeks proposals that meet or exceed the Air Force requirement. All responsible sources interested in providing the project requirements as outlined shall submit a letter of interest, a well defined project concept, and a CPA certified financial pro forma in sufficient detail to validate the financial viability of the project to meet the requirements outlined in this synopsis. Evidence of financial ability from a lender, CPA certified financials of the offeror to demonstrate adequate financial capacity to perform under the submitted proposal shall also be submitted. Proposal shall also include information describing experience in managing and developing similar projects, and an Environmental Considerations Document describing the location and condition of proposed off-base site.
