This project consists of construction of a new Post Office on a 4.5643
acre parcel of undeveloped land. The demolition portion involves
clearing the site, removal of existing sidewalks, concrete and curb and
gutter removal for the approaches. Slab on grade with drilled pier, cap
and grade beam comprise the foundations. The building shell is a steel
frame and integral color concrete tilt panel structure, with bar
joists and a metal deck. A portion of the exterior skin consists of
stucco on gypsum sheathing and metal studs. Split face block and clay
masonry features and screen walls are utilized for the building fa ade.
Aluminum storefronts and windows are also included in the building fa
ade. The main building has a modified bitumen roof. Radius panel
standing seam metal roof is included at the main entry and there are
metal roof canopies over the exterior carrier walks. Louvered
sunscreens occur over exterior windows and storefront. The interior
spaces consist of a box lobby, workroom, platform area, support areas,
and administration spaces. The interior partitions are gypsum board.
Finishes and equipment include hollow metal doors and frames, wood
doors, overhead ceiling door, impact traffic doors, finish hardware,
ceramic and porcelain tile, acoustical ceilings, resilient flooring,
carpet, paint, bulletin boards, plastic laminate toilet partitions,
corner guards, flagpole, signage, pedestrian control devices, parcel
lockers, wire mesh partitions, peraonnel lockers and benches, toilet
accessories, casework and millwork, dock leveller and bumpers, scissors
lift, floor mats, blinks, and vault. The project will also include a
new electrical service and it's distribution system, plumbing, an HVAC
system using rooftop units, and a closed circuit TV system. The
sitework includes utility service connections and distribution,
concrete paving, landscaping and irrigation work and fencing, in
accordance with the plans and specifications. Site is located the full
block surrounded by Avenue A, Church Street, Chaison Avenue and Elgie
Street in Beaumont. Estimated cost range is $2,600,000 to $2,900,000
and construction time is 365 days. Successful offeror must submit their
Subcontracting Plan for Small and Minority-Owned, and Woman-Owned
Business initially and thereafter with their progress payment requests.
The contractor must subcontract with minority business firms in an
amount aggregating not less than 10% and subcontract with woman-owned
business firms in an amount not less than 7% of the total value of its
subcontracts. Offeror must include documentation from bonding agent
indicating offeror's capability at time offer is due. The successful
contractor will be required to provide 100% Performance and 50% Payment
Bonds within forty-eight (48) hours after notification of award. Offers
will be received in this office, prior to, but not later than 3:30 p.m.
on July 14, 2000. Proposal documents, plans and specifications will be
available after June 15, 2000 at a cost of $150.00 per set
(NON-REFUNDABLE) payable by check or money order only. Requests for

Since this is a request for proposals, offers will not be publicly
opened. The relative standing of offeror will no longer be disclosed.
