THIS IS A PRESOLICITATION NOTICE. Potential offerors are invited to
submit information that allows the Government to advise them about
their potential to be viable competitors. The United States General
Services Administration (GSA) has a requirement for a DESIGN BUILD
PROJECT at the Social Security Administration_s NCC Utility Building,
Woodlawn, MD to (1) Replace three existing Gas Turbine Generators rated
at 7.2 MW, 1200 RPM, 13.2KV with three (3) industry proven Gas Turbine
Generators with a capacity of 20 MW (minimum), and a 10 MW spinning
reserve. Individual generators must be dual-fueled, i.e. K-I Kerosene
and natural gas, (2) Replace the existing generators_ Control Panel
with a new industry proven Control Panel, (3) Replace two line-ups of
existing 15KV Switchgear, consisting of the following: (3.1) A normal
bus with thirteen (13) Magnetic Air Circuit Breakers (feeders), two (2)
Magnetic Air Circuit Breakers (Incoming feeders # 7712 & 7713), one (1)
Magnetic Air Circuit Breaker (Bus-Tie Breaker) and one (1) Magnetic Air
Circuit Breaker (152XC), (3.2) An Emergency Bus of twelve (12) Magnetic
Air Circuit Breakers (feeders) and three (3) Magnetic Air Circuit
Breakers(generators), (3.3) Provide three (3) spare circuit breakers to
match new circuit breakers. The new Circuit Breakers shall be Vacuum
Circuit Breakers. THE INFORMATION SUBMITTED FOR EVALUATION SHOULD: (1)
Evidence that the contractor has successfully installed emergency
generators of a size from 10MW to 15MW (submit a detailed description
of 3 to 5 such projects performed within the past 10 years, including
dollar value), (2) Evidence that the contractor has successful
experience with projects involving coordination with utility companies
(submit a detailed description of 3 to 5 such projects, including
dollar value), (3) Evidence that the contractor has design/build
experience with electrical/mechanical projects, at least one of which
was for an emergency generator of a size from 10MW to 15MW in the last
ten years (submit a detailed description of 3 to 5 such projects,
including dollar value). (4) Evidence that the contractor has been in
operation in the electrical/mechanical field for at least 10 years. (If
the contractor has less than 10 years experience as a business entity,
submit information to demonstrate that company officers have such
experience). Those responding should submit six (6) copies of the
requested information, no later than close of business June 30, 2000.
