intent of this solicitation to contract for all labor, material and
equipment to maintain and repair airfield pavement at the Travis Air
Force Base, Fairfield, California. This will be an Indefinite Quantity
Indefinte Delivery Type Contract with a base year and four one year
options. Each year will have a $10,000,000 maximum ordering capacity.
The work will include but not be limited to demolition, excavation and
disposal of existing portland cement concrete (PCC) and asphalt
concrete (AC) pavements, bases, subbases, subgrades, cement treated
bases, lime treated bases, and similar in accordance with environmental
regulations. The work will also include preparation and compaction of
existing bases, subbases, and subgrades to remain; rplace unsatisfactor
bases, subbases, and subgrades with satisfactory materials, provide
full and partial depth repairs for PCC slabs; provide full depth
repairs for AC pavements; repair joints and cracks; provide prime and
tack coat; provide pavement reinforcing fabric; provide AC pavement
overlay; provide AC surface treatments; replace damaged and/or adjust
existing catch basins, manholes, and similar; provide airfield pavement
markings; provide airfield lighting system, fixtures, cans,
transformers and other required components; provide closed markers and
traffic barriers for runways, taxiways, aprons and other airfield
pavement; and dispose of all construction materials off the base
property in an approved landfill. The estimated cost range is between
$1,000,000 to . The construction contract will be awarded using the
competitive negotiation procedures and based on best value to the
government using the trade-off process. This procurement is
unrestricted. The Standard Industrial Code (SIC) is 1611 and the
related small business size standard is $17,000,000. The contract will
be awarded to the firm providing the proposal with the best value to
the Government using criteria outlined in the solicitation: (1) Past
Performance; (2) Corporate and Key Personnel Experience; and (4)
Commitment to Small Business. THE GOVERNMENT WILL ISSUE THIS

any changes to this solicitation will be made ONLY on the Internet
