constititutes a sources sought notice for the purposes of seeking
interested sources able to meet the requirements associated with the
acquisition of the Extended Range Cruise Missiles (ERCM). The
requirement is for additional subsonic cruise missiles as part of a new
production effort beyond the current Conventional Air Launched Cruise
Missile (CALCM) replenishment program for use on the B-52H. The ERCM
must be compatible with the B-52H and Common Strategic Rotary Launcher
(CSRL) and be consistent with B-52H internal and external carriage
requirements. The ERCM carriage and interface with the carrier aircraft
will be the same as the current CALCM eight each missiles on the CSRL
and six each missiles on the wing pylons. Minimal changes to existing
support equipment and mission planning equipment is a program baseline.
The mission and performance requirements for the ERCM are classified.
Interested parties must contact Mr Donald Fisher ASC/FBXC 937-255-9174
ext 4529 for access to any classified data (limited to prime
contractors only). Copies of the requirements may be provided to those
interested parties providing proper evidence of company and personnel
security clearances and by establishing their need to know. The
program will consist of an EMD phase starting in FY 01 with a two to
three year period of performance with an overlapping production phase
starting in FY 04 (pending planned funding availability) with initial
production deliveries starting in FY 05. As of yet, no funding has been
approved for the ERCM program. It is currently anticipated to award a
contract for EMD, which will contain firm fixed priced production
options. A ten to fifteen year warranty is strongly being investigated.
Current maintenance concept is that the ERCM system will not require
any maintenance action for 10 years after delivery of the missile.
Suggested warranty provisions should be addressed by the interested
sources. The capabilities/responsibilities to be addressed by the
respondents include the following: (a) engineering and product
familiarity, production knowledge, and capabilities to design, develop,
test, and fabricate to the ERCM requirements, (b) integration
capabilities for all systems and subsystems with the carrier aircraft;
(c) subcontract management capabilities; (d) identification of
contractor methods of meeting the ERCM technical requirements
especially the range, propulsion and guidance system enhancements.
Total system (missile) performance responsibility will be a requirement
of the contract. Responses to this sources sought notice must include
the firm's capabilities, and experience to perform the above described
effort. Only responses producing adequate information to this sources
sought notice shall be considered for receipt of an RFP. Respondents
shall include their assigned Commercial and Government Entity Code
(i.e. Federal Supply Code for Manufacturers, a five digit code assigned
by the Commander, Defense Logistics Service Center, Attn: DLSC, Battle
Creek MI., Reference DOD 5000.12M) with their responses. Respondents
should indicate their size particularly if they are a small business,
a woman-owned business, or a HUBZone small business concern.
Respondents shall provide information as to whether they are considered
a small business. For this procurement, the general definition to be
used to determine whether the firm is small business is as follows: ""
A small business relative to Standard Industrial Classification (SIC)
code 8731. A small business means a concern, including its affiliates,
that is independently owned and operated, not dominate in the field of
operation in which it is bidding on Government contracts, and with
affiliates, the number of employees does not exceed 1,500 persons.
""Concern"" mean any business entity organized for profit with a place
of business located in the United States and which makes a significant
contribution to the U.S. economy through payment of taxes and or use
American products, material, and /or labor, etc. ""Concern"" includes,
but is not limited to, and individual, partnership, corporation, joint
ventures, association, or cooperation. For the purpose of making
affiliation finding -- any business entity, whether organized for
profit or not, and foreign business entity, ie any entity located
outside the United States, shall be included."" The Air Force reserves
the right to consider a small business set-aside based on responses
hereto. Failure of a firm to provide the above data with its responses
to this notice may disqualify the firm from further consideration. The
information requested herein is for planning purposes only. This
information does not constitute a Request for Proposal and may not be
construed as a commitment by the Government. All responses from
responsible sources will be fully considered; however, receipt of
responses shall not be acknowledged. All respondents are reminded that
the Government must receive all responses within 30 calendar days of

been appointed to address concerns from offerors or potential offerors
for this acquisition. The purpose of the Ombudsman is not to diminish
the authority of the program director or contracting officer, but
communicates contractor concerns, issues, disagreement, and
recommendations, to the appropriate Government personnel. When
requested the Ombudsman shall maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of the proposals or in the source selection process. ASC's

to request information, pose questions, and voice concerns before
resorting to the use of the Ombudsman. The Ombudsman should only be
contacted with issues or problems that have previously been brought to
the attention of the contracting officer and could not be
