Contract Specialist, 910/432-6145 MODIFICATION TO NOTICE POSTED MAY 23,
2000. The following questions and answers are provided on the combined
synopsis/solicitation posted on May 23, 2000 on solicitation
USZA92-00-B-0002. 1. What is the specific part number of the 3 COM
terminal adapter specified as a required item? A -- 3COM01 2. For the
items identified as "external options", please specify the quantity of
each (if any) that should be quoted. A -- 1each per unit ordered 3. A
"line adapter for analogue devices" is identified as an external
option. Please advise of a specific model or part number for the line
adapter of interest if a quote for this item is required. A --
ADTRAN2X64 4. The CBD indicates STU-III and STE JITC certification is
required. Is certification required prior to bid submittal (i.e. by 22
June 2000) or after contract award? Is the contractor responsible for
funding JITC certification testing? A -- Contractor is responsible. 5.
What is the anticipated contract award date? A -- Award will be made as
soon after the bid opening date as possible. Note this is a
requirements contract and the basic award will not order any specific
quantity. Delivery orders for specific quantities will be awarded as
needed by the Government. 6. What is the anticipated delivery schedule
for the M4 phones and accessories? A -- The contractor should cite the
delivery lead time required . 7. Will this contract for maximum 100
phones be considered one order or will each order of minimum 10 phones
be treated as a separate order? A -- The resulting award will be a
requirements type contract, therefore a separate delivery order will be
issued for each new requirement. The minimum order limitation as cited
in the synopsis is 10 with a maximum of 100. Please review the
provisions of FAR 52.216-9 Order Limitations (Oct 1995) 8. Request
details on JITC certification. (Is this the same as NSA test?) A --
Joint Integrated Test Command is an authorized test agency used by DOD
to set the standards and verify test results. If they certify it, we
can accept it. 9. Your IFB specifies an ISU 2x64 Terminal Adapter for
use with KIV7. The KIV7 will connect directly to the serial port on the
M4 we will use in our bid. Please confirm this terminal adapter will
not be needed. A -- As long as the KIV-7 will connect directly the
terminal adapter will not be necessary. 10. Are the interfaces listed
required or may we propose a workable alternative? A -- Workable
alternatives are acceptable but the end state must be the same. 11.
Also, under external options you've listed a line adapter for analogue
devices. Is that the terminal adapter? What kind of line adapter? A --
Terminal must provide an RJ-11 port or line adapter for analog devices
to be compatible with group 3 faxes. 12) DECT: 1880 to 1900 MHz. A
DECT phone, whose operation is not legal in the USA, is one
manufacturer's way of providing a voice capability from the terminal.
Is a built-in handset an acceptable method of meeting this requirement?
If so, could the specifications be changed to indicate "DECT base
station with handset, or built-in handset, for voice calls."? A --
Acceptable 13) ISU-2X64 Terminal Adapter (for use with KIV-7). The
KIV-7 requires a special pinout version of the RS-449 standard on a
37-pin D connector. The specified Terminal Adapter is one of several
ways of achieving this. Would the government consider other methods of
providing the appropriate KIV-7 interface to the M4 terminal? A --
Alternate method of connecting KIV-7 is acceptable provided KIV-7s
require no modification 14) 3-Com Terminal Adapter (for use with
STU-III). We interpret this requirement to be saying that the M4
terminal must be capable of connection to a STU-III. In other words,
theM4 terminal must have a RJ-11 interface port. Some manufacturer's
equipment has a built-in RJ-11 interface port. Therefore, would the
government consider changing this specification to indicate the
interface required and allow the supplier to propose an appropriate
solution? A -- Connectivity with STU-III via 3-Com Terminal Adapter or
with direct connection is acceptable. 15) Line adapter for analogue
devices. We interpret this requirement to be saying that the M4
terminal must provide a RJ-11 interface port. Some manufacturer's
equipment has a built-in RJ-11 interface port. Therefore, would the
government consider changing this specification to indicate the
interface required and allow the supplier to propose an appropriate
solution? [ A -- Terminal must provide an RJ-11 port or line adapter
for analog devices to be compatible with group 3 faxes 16) AC/DC
Converter. Since different manufacturers have different DC input
voltage requirements, we request the government to change this
specification to read "AC input: 90 -- 264V, 50/60 Hz". A -- Acceptable
17) DC/DC Converter. Since the DC input voltage varies among different
manufacturer's equipment, some requiring a DC/DC converter, and others
not, we ask the government to consider change the specification to
simply read "DC input: 10 -- 32V." A -- Acceptable 18) Size and Weight
-- Dimensions folded together. Some manufacturer terminals include the
required STU-III, KIV-7, line adapter interface, and/or voice handset
and therefore their dimensions include these interfaces as well. We
believe it is in the government's best interest to consider the total
package size, not just the size of the folded unit. A -- Basic model
without accessories not to exceed specified dimensions. 19) Size and
Weight -- Dimensions folded out. Manufacturers have developed different
antenna designs that all meet the INMARSAT specifications. However,
they are also different shapes, and some are smaller than the one
specified. We believe it would be in the best interest of the
government to specify a maximum antenna area rather than exact
dimensions. A -- Antenna folded out not to exceed H=350mm W=780mm
D=15MM with EIRP at 25dbw or greater. 20) STU-III and STE JITC
certification. Since the M4 products are new on the market and not all
have yet been tested, will the Government accept a commitment by the
supplier to achieve JITC certification by a certain date, if it is not
already certified? [ A -- Terminal must meet JITI certification prior
to delivery. 21) The 3 Com Terminal Adapter listed is a EURO interface
device. Is this a problem? A -- No The date and time for submission of
