63 -- FIRE ALARM SYSTEM MODIFICATION SOL FPL-00-16 DUE 070600 POC Christina Shade, Contracting Officer, 608/231-9285 The USDA Forest Service, Forest Products Laboratory (FPL) intends to negotiate on a sole source basis with Simplex Time Recorder Co. for the procurement of follow-on supplies and equipment from the OEM to modify our existing fire alarm system. Components include a new head end fire alarm panel and modifications to existing transponders, including all programming, testing and recertification. FPL source research indicates that purchase from Simplex is essential to the Government's requirements and thereby precludes consideration of a product manufactured by another company. In addition, it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. However, any firm believing itself capable of meeting the requirements may submit technical documentation to demonstrate its potential of doing so. Otherwise, FPL will proceed to negotiate with Simplex. This acquisition will be processed under FAR Part 13,Simplified Acquisition Procedures. The proposed purchase order is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for quotations. An RFQ will not be issued. However, the Government will consider all quotations received in writing within 15 days after the date of this synopsis. A determination not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will generally be for the purpose of determining whether to conduct a competitive procurement.
