a combined synopsis/solicitation for commerical items prepared in
accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information included in
this notice. The announcement constitutes the only solicitation;
quotations/bids are being requested and a written solicitation will not
be issued. This solicitation is being issued as a Request for Quotation
(RFQ) #0007058, the provisions and clauses incorporated are those in
effect through Federal Acquisition Circular #97-17. This solicitation
is under the Simplified Acquisition Procedures (SAP). The Standard
Industrial Classification Code is 3829 and the business size standard
is 500 employees. This will be a Firm-Fixed price contract. The
Government intends to solicit and negotiate on a sole source basis with
In-Photonics, Incorporated., 111 Downey Street, Norwood, MA 02062. This
purchase is being done on a sole source basis because through market
research on the Internet no other source forsuch items could be found.
The requirements consists of the following: one (1) RS2000 fiber optic
Raman spectrometer system, including: fiber optic echelle spectrograph
(ECH-NIR) capable of 1cm spectral resolution (FWHH) and spectral range
200- 3200 cm (Raman shift from 785 nm); Frequency stablized diode
laser, 300 mW output power at 785nm with fiber optic laser interface
(LAS-785-300); Thermoelectrically-cooled CCD detector, normal operating
temperature- 45 degrees C (Model CCD-AT); RamanProbe with 10 mm working
distance (RP-785-10-05-FC); Sample holder for Class I measurement of
large bottles (Model PA-SH01); RS2000 acquisition software with GRAMS
32 data manipulation software (from Galactic Industries) running under
Windows 98 operating system; Desktop PC data station (CPU, monitor,
keyboard, and mouse) with minimum specification of 400 MHZ processor;
one (1) Model SA-LPC-U Notebook PC; one (1) Model SPEC-ID Spectral ID
software; one (1) shipping case (39"Lx30"Wx24"H). Delivery is required
within 8 weeks ARO -- FOB -- Cheverly, MD. This notice of intent is
not a request for competitive proposal. However, interest parties may
submit a proposal in which they identify their interest and capability.
The following FAR clauses are incorporated by reference and applies to
this acquisition: FAR 52.212-1 Instruction to Offerors-Commerical
Items; FAR 52.212-4 Contract Terms and Conditions-Commerical Items
(March 1999). Each offeror shall include a completed copy of the FAR
provisions at 52.212.3- Offeror Representation and Certifications (Feb
2000) with its offer. All proposals shall be submitted to the address
listed on line number seven no later than 2:00 p.m. EST, 7/05/00. All
quotations shall be clearly marked with RFQ #0007058. All offerors are
hereby notified that if your quotations is not received by the
date/time and at the location specified in this announcement, that it
will be considered late/nonresponsive. The Point of Contact for all

must clearly show that the offeror can meet the minimum requirement of
