The Bureau of Land Management (BLM) is seeking an Automated Travel System capable of electronically processing travel vouchers. The Bureau has approximately 8,500 employees and processes approximately 50,000 travel vouchers annually. A Request for Information (RFI) was completed which resulted in the identification of two separate approaches for fulfilling this need. The first is where the application would be hosted by the contractor and a fee charged per travel voucher processed. The second is where the BLM would host the application and likely purchase the application licensing. A "best value" review will take place where the Bureau will be looking at technical approach, price and past performance. A "pilot" will be completed under Phase I, where the BLM will process 1,000 travel vouchers through the awarded contractor's application. A Phase II will be comprised of four (1) year option periods with a quantity of 50,000 vouchers for processing per option period. The following system capabilities are required: Compliance with Federal Travel Regulations (FTR) and other regulations; Automatic per diem and mileage rate lookup and calculation; Interface with DOI's accounting system (FFS); Reduce or eliminate paper; Web-based access; BLM standard desktop with Windows NT/98 and the Netscape browser; Routing and electronic signature capabilities compliant with security requirements; Preparation of travel authorizations and vouchers on PC-based machines using a Netscape web browser; Ability to itemize costs using a large number of detailed accounting codes; Detail includes organization, fund, subactivity, program element, and budget object code; Ability to interface with the Department of the Interiors's credit card provider (Bank of America) so that appropriate charges can be systematically incorporated into the travel voucher; Online booking capabilities; Omega World Travel has been selected to serve as a nationwide Travel Management Center (BLM's travel agency) Omega will be providing a web-based travel booking system (TripManager) which utilizes the WORLDSPAN reservation system; and Detailed reporting capabilities including custom report design and extracts for use in automated reconciliations.
