vendor questions received in reference to solicitation number
OAM-2000-N-0026 for Personnel Security Background Investigations. No
other questions will be addressed. Proposals are due in this office on
2:00 PM Friday, June 30, 2000. Question #1: Approximate number of
investigations per year? Answer: There will be approximately 20-25
investigations per year. Question #2: Is this a nationwide contract,
will people that are being investigated be all over the country or in
one location? Answer: This will be a nationwide contract; people all
over the United States will be investigated. Question #3: Will this
contract be awarded to one company or more than one? Answer: The
contract will be awarded to only one (1) company. Question #4: In what
geographic region(s) does each type of case fall? Answer: The United
States is the only geographic region. Question #5: Are reasonable
travel, mileage, and per diem costs to be included in the proposal
cost, or will these items be paid in addition to the proposed
investigation costs? Answer: All reasonable travel, mileage, and per
diem costs must be included in the proposed investigation price.
Question #6: Will the FBI be performing all criminal systems checks.
Answer: Yes, the FBI will be performing all criminal systems checks.
Question 7: Is there a cost associated with the NACs performed by the
FBI, if so what is the cost? Answer: Yes, the cost associated with the
NACs investigations is approximately $16,00, which should be absorbed
by the contractor. Question #8: Does GAO provide a contract person at
the FBI to obtain NACs or is the contractor required to develop his
own source? Answer: GAO will provide a contact person at the FBI to
obtain NACs. Question #9: Is GAO seeking a fixed price per case with
GAO paying travel expenses or a fixed price per case with expenses
included in the price? Answer: GAO is seeking a fixed price per case
with expenses included in the price. Question #10: Has this contract
been bid before? Does someone have an existing contract? If so, how
would I make a FOLA request? Answer: There is no incumbent. Several
years ago Varicon was under contract to provide this service. Unit
prices are not available. Question #11: What is considered "exigent
circumstances" as it relates to personal v. telephone interviews?
Answer: "Exigent circumstances" as it relates to personal v. telephone
interviews is defined as source residing out of the country or not in
the CONUS. The person is willing to be interviewed over the telephone.
Question #12: To submit a bid, is there a specific proposal format I
should follow. Answer: No, there is not a specific format to follow.
Question #13: Is there a price history available for previous personnel
security background investigations? Answer: See 10 above. Question #14:
What criteria qualify as having "extensive experience as a local,
state, or federal personnel security investigator." Does this mean law
enforcement background only? How recent does the law enforcement
experience have to be? Would investigations experience at the local,
state, or federal level NOT is a law enforcement role, i.e., Federal
Firearms instructor, former military, or former work as a government
contractor, qualify? Answer: Investigative experience is not confined
to law enforcement. Investigative experience should be within the last
five years. Question #15: If awarded the contract, it's up to the
prime contractor how the interviews are conduct interviews or may the
primary contractor hire subcontractors at the location? Answer: If
awarded the contract, it's up to the prime contractor how the
interviews are conducted. Question #16: Is the selected contractor
provided access to information not otherwise available to the public
Answer: Any information required by the investigator that is not public
information will be provided by GAO. Question #17: Can the contractor
have access to prior proposals? Answer: See 10 above Format of
