Program Office (SPO) intends to issue an RFP for the development of the
Multi-National Fighter Program (MNFP) Roadmap Database Tool. This

Responses are due not later than 45 days from the publication of this
notice. This is a pre-solicitation notice. The F-16 System Program
Office (SPO) anticipates a sole source acquisition to Lockheed Martin
Corporation, Lockheed Martin Aeronautics Company, Fort Worth, TX to
develop the MNFP Roadmap Database Tool for the European Participating
Air Forces, United States Air Force, and the Portugese Air Force F-16
Programs. This effort will consist of a database of capabilities and
implementation schedules that reflects the current strategic planning
and options available for these six countries (United States, Norway,
Netherlands, Denmark, Belgium and Portugal). The MNFP Roadmap Database
Tool requires the effort to develop and manage a roadmap database for
the Multi-National Fighter Program (MNFP) participants, thereby
providing a formal process to document the current upgrade/
modification plans of these six countries (United States, Norway,
Netherlands, Denmark, Belgium and Portugal) as well as identify and
plan for potential future upgrades. Program requirements include: 1)
solicit capability inputs from EPAF/USAF/Portugal, 2) solicit
capability options from Suppliers, OO-ALC, others, 3) solicit 15 year
country strategic roadmap inputs, 4) investigate top level integration
impacts, 5) develop capability descriptions for capability options, 6)
integrate country strategic roadmap inputs into combined roadmap, 7)
review /coordinate capability briefings with USG organizations and
SNRs, 8) perform capability briefings at roadmap meetings with
EPAF/USAF/Portugal, 9) coordinate data release issues with SAF/IA, 10)
perform combined roadmap briefings at the OSC/LSC, 11) generate
Candidate prioritization's & Acquisition Strategy Board
(ASB)recommendations, 12) provide roadmap support to Steering committee
and ASB, 13) support coordination of other contract actions (EPRs/DOs)
as required to respond to detailed roadmap request outside scope of
the roadmap activity and 14) deliver database on CD-ROM twice a
year(four copies per country). This is a three-year effort. Lockheed
Martin Corporation, Lockheed Martin Aeronautics Company (LM Aero), P.O.
Box 748, Fort Worth, TX 76101-0748 is the planned prime contractor for
this effort, pursuant to 10 U.S.C. 2304(c)(1)for the USAF portion and
10 U.S.C. 2304 (c)(4) for the remaining effort. The F-16 SPO
encourages interested subcontractors to contact LM Aero for subcontract
work related to the above described development effort. The LM Aero
