Therefore, we have not specified a distinct solution, but have instead outlined the "overall objectives" of the study. This will give offerors maximum flexibility in proposing a variety of solutions to the problem. Offerors should focus their proposals on specific areas within which they are currently working, or for which they have specific expertise. The total funded amount available for all proposals under this BAA shall not exceed $1.5 million. This BAA may result in multiple awards.
