Notice of intent to negotiate a SOLE SOURCE contract with GTE/BBN Technologies to provide Hydroacoustic Studies Using HydroCam. The purpose of this contract is to enhance hydroacoustic prediction models to improve the National Data Center's (NDC) capability to detect, locate and identify underwater nuclear detonations. BBN Technologies is a leader in the fields of Test-Ban Monitoring using Hydroacoustics and Infrasound, Explosive Underwater Sound Sources, and Ocean Environmental Acoustics. BBN possesses proprietary oceanographic parameter databases and is the only source that can provide the services required. The Department of Energy intends to solicit and negotiate with only one source under authority Far 6.302. No other sources will be considered. Requests for solicitation will not be honored. Notice being made to satisfy requirements of FAR Part 5 only. Public solicitation will not be issued. Work to begin on or around 7/31/00.
