solicitation with the intent to award multiple firm fixed-price IDIQ
Service Contracts to the responsible offerors whose proposals,
conforming to the Request for Proposal (RFP), will be most advantages
to the Government resulting in the Best Value, price and other factors
considered. Services to be performed under fixed-price IDIQ contract
may include, but not be limited to, botanical, ornithological, mammal,
amphibian, reptile and invertebrate surveys; wetlands delineation;
biological monitoring; soil sampling and analysis; natural resources
management plans; native plant community planning and restoration,
wildland erosion control plans, fire management plans; analysis of the
effects of military training or similar extensive land uses (e.g.
off-road vehicle use) on natural resources at species, community, and
landscape scale, and use of this information to predict ecological
trends; natural resource and land use model development (including both
conceptual and mathematical modeling); aerial photo interpretation of
land use and natural resources in non-urban areas; geographic
information systems (GIS); research on natural resource related topics;
and preparation of interpretive materials on natural resources topics
(e.g. informational pamphlets and signage). The work will be assigned
by Task Orders (TO) issued by the Contracting Officer and performed at
various locations within the states of Arizona, California, Nevada,
New Mexico, Oregon, and Washington. The contractor shall accomplish all
discipline coordination; the Government will not coordinate the work
for the Contractor. The Government reserves the right to award one or
more contracts under this solicitation. The Government further reserves
the right to award the remaining two or more contracts within the
acceptance period based upon the availability of funds for the minimum
guarantee. Each contract will be for one (1) base year with the
Government having the option to renew for four (4) additional one-year
periods. The maximum value for the base term and each option period
shall not exceed $1 million and the total maximum value for the base
term and all options shall not exceed $5 million per contract.
Successful offerors will receive a minimum guarantee of $5,000.00 for
the base year. The minimum guarantee will be met by issue of Task
Order(s). Projects assigned to the IDIQ contracts will use the
Competitive Task Order (COMTO) approach to scope and price the work.
After award of the initial contracts, each awardee shall be provided a
fair opportunity to be considered for each task order, except under
those circumstances described in FAR 16.505(b)(2). Award factors will
vary depending on the unique requirements for each Task Order (TO) and
may be competed on the basis of price, best value or technically
acceptable, low-price selection procedures. Each TO will provide
location, scope of work, period of performance, quantities, technical
point of contact, and reference documents. The awarded TO will be a
performance scope, firm fixed price task with a specific completion
date. Initial award of the contract(s) will be based on best value to
the government. Proposals will be evaluated for award using three major
technical factors: Past Performance, Pricing, and Technical/Management
which consist of three sub-factors: Experience, Business Plan, and
Example Documentation. The Government intends to evaluate proposals and
award a contract without discussions with offerors. Therefore, each
initial offer should contain the offeror's best terms from a price,
past performance, and technical/management standpoint. However, the
Government reserves the right to conduct discussions if later
determined to be necessary by the Contracting Officer. THIS
SOLICITATION IS 100% SET-ASIDE FOR SMALL BUSINESS. The SIC for this
procurement is 8999 and the annual size is $5.0M. In accordance with
FAR 5.102(a)(7) availability of the RFQ will be limited to the
electronic medium; the RFQ will be available for download free of
charge via the Internet World Wide Web at http://esol.navfac.navy.mil-- hard copies (paper sets) or CD-ROM of the RFQ will not be provided
by the Government. Telephone and facsimile request will not be
accepted. Notification of any changes (amendments) to the solicitation
will be made only on the Internet. It will be the contractor's
responsibility to check the website for any posted changes. Note: All
Contractors must be registered in the Central Contractor Registration
(CCR) database prior to award of a DoD contract. Contractors may obtain
