Center Pearl Harbor intends on procuring the following commercial
services utilizing FAR Part 13.5 (Simplified Acquisition Procedures).
This procurement is set aside for 100% small business concerns. The
resulting purchase order will be awarded fixed price to the responsible
offeror based on low price and technically acceptable basis. FOB
Destination: On-Site Pearl Harbor, Hawaii. Period of Performance: 01
Oct 00 -- 30 Sept 01. Requirement: Network Support Services; full time,
on-site, operational support for PACDIV's NT network consisting of 24
servers running Microsoft Windows NT server, servicing about 550 users.
Listing of equipment types/models will be provided in the solicitation.
NT Server OS 4.0 network software are used with a variety of MS Office
software. A complete list of the network software and functions will
be provided in the solicitation. The Government will provide the
necessary software and various other accessory software for each server
as wellas required client licenses and updates. The contractor will be
maintaining the day-to-day operations of the network and server
environment. Functions required are: network hardware/software
installation and maintenance, checking backup functions, server logs,
server performance, communication circuits, server disk drive
utilization, network traffic utilization and server OS restores.
Particular emphasis is in the maintaining of email and internet
connectivity. Performs network problem trouble shooting, hardware
repair, software reconfiguration, resolution of complex problems and
network system infrastructure enhancements. Contacting manufacturer's
technical support and other Government agencies is required. It is
expected to achieve 99.5 percent uptime, not including planned outages.
Implement appropriate network security safeguards and guidelines and
protection against computer viruses. Setup additional NT servers or
reload OS, loading required patches/fixes. Document operational
procedures and provide training for the PACDIV personnel. All
documentation becomes property of the Government. Provide electronic
copy of the file(s) in a format acceptable to PACDIV. Personnel
qualifications: Received MSCE certification, between 01 Jan 96 to 01
Jan 98. (OR) if MSCE certification was obtained before 01 Jan 96, then
proof of valid recertification is required. Three years practical
expertise in NT network design and troubleshooting, including NT server
4.0/workstation 4.0, TCP/IP, IIS and routing. Additional qualification
requirements will be stated in the solicitation. Submittals that will
be required will include; resumes of personnel with qualifications
stipulated and past performance references for the purpose of
determining responsibility. Prospective offerors should carefully
