The U.S. Environmental Protection Agency (EPA) intends to award = one or more purchase orders using the procedures of the Federal Acquisition = Regulations (FAR) Part 13.5 for Electronic Legal and Non-Legal Research Services. = The SIC Code for this procurement is 7375. This is a combined = synopsis/solicitation for commercial items. This announcement constitutes the only solicitation; = a written solicitation will not be issued. The Request for Quotation = number is PR-DC-00-01787. This solicitation document and incorporated provisions = and clauses are those in effect through Federal Acquisition Circular 97-17. = Two copies of the proposal must be submitted by the due date. HANDCARRY/COURIER/OVERNIGHT DELIVERY SERVICE = should be submitted to U.S. EPA, Ronald Reagan Building, 1300 Pennsylvania = Avenue, NW, Bid and Proposal Room, Room 61107, Attention David Fuller, Washington, D.C. = 20004. All overnight delivery services deliver only to EPA?s loading dock at = the Ronald Reagan Building for internal distribution. Proposals are considered = ?received? when they are physically received at the Bid and Proposal Room. = Proposals are due by 2:00 pm local Washington, D.C. time on June 22 June 2000. = STATEMENT OF WORK: Background and purpose: The EPA Office of General Counsel seeks = vendors to provide electronic legal and non-legal research information and = services to the Agency?s attorneys, paralegals, administrative law judges, law clerks, investigators, and certain non-legal staff. There are approximately = 1,700 potential users of such services located nationwide. Research will be = conducted in 1) legal databases (approximately 60%), 2) public records databases, = which includes company, people, and asset locator information (25%), and 3) = non-legal databases (15%). Vendors may provide a cost proposal for all of the = above database categories (legal, public records, and non-legal) and cost = proposals for each database categories (legal, public records, and non-legal) = separately. The vendor will provide the following electronic information and = services: 1) Legal Databases: A broad spectrum of legal information including, but = not limited to: full text of court cases, statues, codes, regulations, law = reviews, administrative decisions, citation services, legislation, legislative = history, treatises, foreign country legal information, court rules, court = dockets, and legal encyclopedias. 2) Public Records Databases: current information = on U.S. and foreign companies, including names, addresses, phone numbers, = officers, state of incorporation, number of employees, sales, subsidiaries; = current information on locating individuals using search elements such as name, = address, phone number, and social security number; and current information on = assets of individuals, including, but not limited to, motor vehicle = registrations, drivers licenses, and real and personal property records. 3) Non-legal = Databases: A broad spectrum of non-legal information including, but not limited to = full text newspapers, news wires, magazines, journals, medical information, = scientific and technical information, patent and trademark information. Printing and downloading capability and system software including communications = components which allows access to the databases both by dial-up and via the = Internet shall be provided. A variety of training options shall be provided including = group training at vendor training facilities and on-site at all Agency = locations and individual training on-site at all Agency locations. Training = materials such as database directories, manuals, current awareness newsletters and free = training passwords for use during alltraining sessions shall be provided. Toll = free customer assistance shall be provided during EPA business hours = nationwide as well as evenings and weekends. Each user shall be provided an = individual password. Procedures for the issuance of passwords will be established = between the vendor and the Agency in order to control assignment of passwords. = The vendor shall provide up-to-date lists of password holders to designated = Agency personnel upon request. Bill ?groups? shall be established at the = direction of the Agency in order to track usage of the system. Reports concerning = Agency usage of the system, including breakdowns by bill group, geographic = location and by database categories (e.g. legal, public records, and non-legal) = shall be provided on a monthly basis. PERIOD OF PERFORMANCE: The period of = performance shall be one year commencing 01 October 2000 with four (4) one year = option periods. EVALUATION CRITERIA: Evaluation will be made on the offeror?s demonstrated ability to meet therequirements of the Statement of Work. Specifically, (1) Database Content -- adequacy of electronic information = sources provided; (2) Accessibility -- adequacy of methods of access to the = electronic information; (3) Customer Support -- adequacy of customer support = services; (4) Training -- adequacy of training, both on-site and via alternative = methods. As a part of their proposals, vendors should provide a maximum of ten = passwords which will allow free access to the databases for a period of one week. = Award(s) will be made based on best value to the Government, price and other factors considered.
