D -- DATA WAREHOUSING SOL APHIS-0-007 DUE 062800 POC Sharon Boykin 301/734-3264 This is a sources sought notice for 8(a) contractors to provide an Economic Database Information Network . The services to be performed under the proposed contract are analysis and design of logical and physical models associated with a data warehousing prototype system that will provide business and technical solutions to create and manage a data architecture for user access and analysis as well as data and information delivery; development of a working data warehousing prototype that will model a highly interactive decision support system. USDA, Agriculture Marketing Services, Economic Analysis and Program Planning Branch is responsible for providing substantive economic analysis in support of marketing agreements and orders and commodity procurement. The ability to deliver comprehensive analysis in a timely manner is severely compromised by the absence of readily available, coherent, and integrated electronic data and information. The collection, storage, retrieval and analysis of data are mission critical to the accomplishment of USDA's mission. The current system for maintaining and retrieving data rely on disparate data and system developed and maintained by various parties within and outside USDA, AMS. As a result, accessing, manipulating and assembling data can be difficult and time consuming due to system incompatibilities. 8(a) contractors possessing the capabilities to perform the complete cycle of data warehousing are invited to submit a written "Statement of Capabilities" in response to this synopsis. The statement of capability shall be limited to 15 pages and shall include as a minimum: (1) evidence of past performance in the above area, and (2) related projects and/or existing systems.
