Job Corps Procurement Technical Assistance Guides and Tools -- The Department of Labor, Employment and Training Administration (DOL/ETA) is soliciting firms to perform the following basic work elements and tasks in support of its procurement system: 1) Review the Job Corps program's procurement directives, technical assistance tools and practices; 2) format, update and maintain the program's model Request for Proposals; 3) Update the Job Corps Procurement Compendium; 4) Update the Job Corps Area Wage and Salary Survey Handbook; 5) Develop a guide to assist proposal reviewers in evaluating proposals; 6) Develop an Acquisition Technical Assistance Guide; and 7) Develop and conduct procurement training for the Job Corps system. The period of performance for the prospective award will be Twenty-four (24) months from the date of execution plus three 1-year options to extend at the government's discretion. This requirement is a 100% Small Business Set-Aside. The SIC Code is 8742 and the Size Standard is $5 million. Requests for proposals will be available on our Department of Labor, Employment and Training Administration's Internet Home Page at http://www.doleta.gov, approximately 15 days from the date of publication. Request for proposals in hard copy form will also be available upon written request, only on a first come, first-served basis, until the supply is exhausted. Requests must cite RFP-DCS-00-36 and must include two self-addressed labels. Failure to enclose labels may cause a delay in receipt of the solicitation. Telephone requests will not be honored. For requests made after the supply is exhausted, the Contracting Officer may determine whether payment of a fee is warranted. The fee will not exceed the actual cost of duplication of the solicitation documents. The closing date for receipt of proposals is August 15, 2000, at 2:00 p.m. local time.
