R -- ORGAN DONATION DOCUMENTARY FILM SOL HRSA 231-OSP-5(0) DUE 081000 POC Helene Braun, Contract Specialist, (301)443-5131 The Health Resources and Services Administration (HRSA) proposes to negotiate a contract on a sole source basis with Banyan Communications, Inc., 419 Clark Street, St. Charles, Missouri 63301, for the continued development of documentary film work on organ donation. Banyan is uniquely qualified to perform this work because it recently produced a 15-minute film on organ and tissue donation and is in the process of shooting additional footage for a 30-minute film. As a consequence, Banyan has, and is accumulating more, original footage that it can incorporate into a new, longer production. Because of their work on these earlier productions, Banyan has developed the necessary collaborative relationships, as well as a thorough understanding of the subject matter, to make them uniquely qualified for this requirement. While additional filming is also necessary, the ability to incorporate this extant footage substantially reduces the cost to the Government for producing the long film. Similarly, using and building upon existing footage will also reduce substantially the amount of time needed to produce the film. Based on the above, Banyan Communications, Inc. is the only responsible source capable of providing the required work and services as set forth in 41 U.S.C. 253(c)(1) -- only one responsible source. A Justification for Other than Full and Open Competition has been prepared by the Government.
