The Marine Corps Systems Command is interested in identifying manufacturers/dealers with the capability to provide the Marine Corps with a Rifle Combat Optic (RCO) through a NDI, COTS, or modified COTS procurement. The RCO is an optical aiming sight designed for use with the M16A4 service rifle configured with the MIL-STD-1913 Accessory Mounting Rail. The RCO attaches to the rail to provide the user a targeting tool to engage distant daylight and near low-lit targets with increased identification certainty. The RCO system shall consist of the weapon sight, ring mounts/mounting system, a cushioned light weight carrying case suitable for field operations, a rigid transport/storage case, an operator's manual, lens cleaning kit, and any mounting equipment/tools necessary to attach the sight to the mounting rail. The RCO shall have a minimum magnification of 1.25x but not to exceed 4x. It is desired that the RCO incorporate a variable magnification from 1.25x through 4x magnification. As a minimum, the RCO,when mounted to the M16A4 with a full magazine (28 rounds), shall withstand drops (RCO down) from a height of 1 meter onto hard packed earth without sustaining any degradation in performance. The RCO shall have a scaled, cross hair reticle capable of assisting the shooter in compensating for wind, target movement, and estimation of range. The RCO shall provide an elevation cap that calibrates the reticles' point of aim to the bullet's point of impact for 5.56 mm M855 Ball Ammunition from a near distance of 100 yards to a far distance of 600 yards. It is desired that the RCO elevation adjustment incorporate a cam or worm screw that calibrates the reticle's point of aim to the point of impact for M855 ammunition throughout equal increments of adjustment to the elevation cap. The RCO shall provide an elevation adjustment calibrated from 1 to 600 yards in 100-yard increments. It is desired that the elevation drum be sub-divided into 50 yard increments that are readily observable (sight) and detectable (tactile response) to the shooter. As a minimum, the RCO shall be designed so that all elevation and windage corrections can be reached within a single turn of the elevation and windage drums. As a minimum, the RCO (sight and mounting system) shall weigh equal to or less than 32 ounces (21 ounces or less is desired). The RCO shall be attachable to and removable from the M16A4 in the field by the operator using current issued equipment or contractor supplied tools/equipment (no tools desired). The RCO shall not leak when immersed to a minimum depth of 1 meter in salt water for a minimum of 60 minutes, and upon retrieval shall exhibit neither damage nor any degradation in performance.
