A 100% SMALL BUSINESS SET-ASIDE. The Coast Guard will be issuing a
solicitation for the retrofit of up to 10 -- 21 foot trailerable Aids
to Navigation Boats, with options to retrofit up to forty more boats
through FY2004. The boat retrofits will include installation of a new
engine/sterndrive system; new steering and throttle controls; a new
electrical system; re-finishing the hull; and fuel tank and hull
inspection. Options to repair the fuel tanks and hull will be included.
This solicitation DTCG23-00-R-DNQ110 will be issued as a Request for
Proposals and will result in a firm fixed-price, commercial item,
indefinite delivery/indefinite quantity (IDIQ) contract in accordance
with FAR Part 12. The standard industrial identification code is 3732
and the small business size standard is 500 employees. The minimum
order at award will be eight boats. The maximum order will be ten
boats. In the option years, the minimum order will be four boats and
the maximum order will be 10 boats. The Coast Guard expects to issue
the solicitation on or about 6 July 2000. Written proposals will be due
30 days after the solicitation is issued. The contract is expected to
be awarded September 2000. The Coast Guard will accept facsimile
requests for solicitations from small businesses. The phone number for

Guard to issue solicitations and make contract awards in a fair and
timely manner. To further this policy, the Commandant has created the
position of Solicitation Ombudsman who is empowered to investigate
issues raised by prospective offerors and resolve them, where possible,
without expensive and time-consuming litigation. Potential offerors who
believe that a Coast Guard solicitation is unfair or otherwise
defective should first direct their concerns to the cognizant
contracting officer. If the contracting officer is unable to satisfy
the concerns, the offeror should then contact the Coast Guard
Solicitation Ombudsman at the following address: Commandant

Disadvantaged Business Enterprises: The Department of Transportation
(DOT) Office of Small and Disadvantaged Business Utilization (OSDBU)
has a program to assist minority, women-owned and disadvantaged
enterprises to acquire short term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
