Coast Guard Research and Development Center, Groton, CT., is looking to
procure a Fuel Cell Power System to power a Remote site Lighthouse
project. The required system shall consist of the following item(s):
Item 1. -- Fuel Cell and Powering Conditioning Equipment. The required
fuel cell subsystem shall consist of a fully integrated fuel cell
electrical power generating system using hydrogen or direct methanol as
fuel, capable of long duration unattended operation, at a minimum of 90
days. Fuel cell power level shall range from 1.5 to 4 kilowatts, and
shall consist of the necessary components including at a minimum the
fuel cell stack; inverter/power conditioner; and any necessary battery,
charging and electrical storage units that are integrated with the
necessary control, conditioning, and safety systems for totally
automatic operation under variable electrical loads in the projected
marine operating environment. The system shall power a 115VAC 1000-watt
flashing incandescent lamp with ancillary power controller and transfer
switch at a rated load of approximately 1.5 kilowatts. The power
conditioning equipment shall be capable of converting the fuel cell DC
voltage output to 115 VAC, 60Hz. The powering conditioning equipment
shall be capable of withstanding current surges of eight times the
rated current as the lamp constitutes a flashing load, and the current
spikes at the beginning of each flash reaches 8 times the quiescent
current. Option Item 2 _ Integrated Fuel Reformer -- The fuel reformer
subsystem shall be provided by the same contractor as Item 1 and shall
be fully integrated with the fuel cell system described in Item 1. The
reformer shall be capable of automatically producing hydrogen at the
necessary purity, temperature and humidification in varying quantities
corresponding to fluctuating and variable power requirements due to
the 1000 watt lamp flashing load and current surges described in Item
one above, and automatic startup and shutdown and shall operate on a
logistical fuel such as natural gas, propane, methanol, or diesel fuel
in order to be compatible with USCG logistical capabilities and
operational requirements. The fuel cell system shall meet all
applicable industry safety standards. The reformer shall not require
external sources of water, oxygen or electricity for operation, and
shall have a projected lifetime of at least five years. Documentation
for set-up, servicing, and troubleshooting for all aspects of setup,
installation and operation shall be provided with the system. The
contractor shall include at a minimum, one full day on-site training
for government personnel chosen to setup, operate and maintain the
system (a maximum of 6 people). The training by the contractor shall
include all aspects covered in the system manuals as well as electrical
safety and safety training as it pertains to hydrogen generation, the
logistical fuel, and fueling the reformer. Offers are required to
conduct a five-day in-plant and a five-day on-site test. The Standard
Industrial Code is 3629 and the size standard is 500 employees. This
solicitation is not a set-aside and all offers from both large and
