This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NHLBI -PS-2000-622, and is issued as a Request For Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 97-17. The Standard Industrial Classification (SIC) Code is 3826 and the Size Standard -- 500 employees is used for this requirement. There are no small business set-aside restrictions for this requirement. The National Heart, Lung and Blood Institute intends to purchase the brand name only GeneChip Expression Analysis Instrument System, manufactured by Affymetrix, Inc. The instrument components include: one (1) each, Hewlett Packard Gene Array (TM) Scanner; one (1) each, GeneChip Fluidics Station 400; one (1) each of GeneChip Workstation System which includes: Computer Workstation and GeneChip 3.3 Analysis Suite (single user license) Software; one (1) each, GeneChip Hybridization Oven. The GeneChip Expression Analysis System is a unique system for measuring thousands of transcript levels from a single sample. This system consists of automated instrument and information systems and GeneChip probe arrays used in conjunction to provide a complete solution for expression analysis monitoring. The Government's desired delivery schedule is Not later than August 15, 2000. The delivery point is F.O.B. Point is Origin, Bethesda, Maryland. The provisions of FAR Clause 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The provisions of FAR Clause 52.212-2, Evaluation -- Commercial Items is applicable to this acquisition. The specific evaluation criteria is compatibility to the specifications of the GeneChip Instrument System. The quoter must submitdescriptive literature of the product quoted, and itemized price list. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the initial offer should contain the offeror's best terms from a technical and price standpoint. However the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action and waive informalities and minor irregularities in offers received. Award will be made to the lowest price, technically acceptable offeror meeting the Government's specifications.
