This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
A WRITTEN SOLICITATION WILL NOT BE ISSUED. This requirement is being
issued as a Request for Quotation. Solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-17 and Defense Acquisition Circular 91-13. This
action is being reserved for small businesses. The following equipment
is required for the examination of Light Armored Vehicles (LAVs): (1)
Fully positional X-ray System complete with the following: Cooled
directional X-ray tube, Minimum output power -- DC 5-300 KV with 0-10
mA, 1mm Be inherent filtration, 75% Duty cycle @70% F., minimum focus
spot size of (1.5 x 1.5) mm, Tube head weight not to exceed 100 lbs.,
Voltage and current stability not to exceed 1%, Digital X-ray control,
Automatic warm-up, Program memory to hold a minimum of 250 exposures,
with an operating parameter of 100 exposures automatically stored,
Minimum 4 line LCD for operational status and exposure factors, minimum
60' Power cable and 30' IC cable with an extra 60' extension cable, Key
switch operated, operate on 115 volts, single phase, 60 Hz., Lead plug
for tube window, X-ray warning flashing lamps with beam limiting
diaphragm with exchangeable lead diaphragms and pulsed centering laser,
and (3) copies of all operation, service, and parts manuals.
Calibration will be required after installation. (1) Overhead tube
manipulator unit with the following minimum requirements: Minimum of
36' longitudinal travel on rails, minimum of 20' cross travel on the
bridge section, 10' four-belt vertical travel and come within 2' of
floor to 12' above floor, motorized in all directions, pendant
controlled at the tube-head location, operational on 120 volts, single
phase, 60 Hz, furnished with a tube mounting yoke plate adapter, and
a yoke to mount to the X-ray tube-head, constructed to allow manual
axial rotation of X-ray tube and manual rotation about a longitudinal
axis, and (3) copies of all operation, service, and parts manuals. The
unit shall be attached to the wall/ceiling structure of the existing
NDT Facility, Building 2212, Marine Corps Logistics Base, Albany, GA.
A lead shield shall be placed in a "L" shape, approximately 4' from
office and around the office to allow X-ray control equipment to be
placed behind shield and allow X-rays to be made without leaving the
building. The shielding shall be a freestanding style with a minimum
lead thickness of ", and shall be a minimum 8' in height. MINOR
EQUIPMENT VARIATIONS WILL BE EVALUATED AND DISCUSSED WITH CONTRACTORS
WITHIN COMPETITIVE RANGE. PROSPECTIVE CONTRACTORS MAY ARRANGE AN
OPPORTUNITY TO VISIT THE NDT FACILITY TO INSPECT THE BUILDING PRIOR TO
QUOTING. Delivery shall be F.O.B. Destination, MCLB Albany, GA 31704
with inspection/acceptance at destination. FAR Clauses/Provisions:

Items, The Government will award a contract resulting from this
solicitation to the responsible offeror whose offer conforming to the
solicitation, is considered to be the best value to the Government.

The contractor shall extend to the Government the full coverage of any
standard commercial warranty normally offered in a similar commercial
sale, provided such warranty is available at no additional cost to the
Government. Offerors responding to this announcement must provide the
information contained in 52.212-1, Instruction to Offerors Commercial
Items. The offeror should also provide its Commercial and Government
Entity (Cage) code, Contractor Establishment code (DUNS number) and Tax
Identification Number. Contractors must be registered in the Central
Contractor Register or accept the Government Master Card as a form of
payment in order to be eligible for award. If a change occurs in this
requirement, only those offerors that respond to this announcement
within the required time frame will be provided any changes/amendments
and considered for future discussions and/or award. The written quotes
and the above required information must be received at this office on
or before 29 June 2000, at 2:00 PM Eastern STD. Time. All responsible
