a combined synopsis/solication for commercial item perpared in
accordance with format in FAR subpart 12.6, as supplemented with
additional information included this notice. This procurement is set
aside for Small Business. All responsible sources may submit an offer.
This constituted the only solication,proposal are being requested and
a separated written soliciation will not be issued. This solication
will document and incorporated provisions and clauses are those
acquisition circular 91-11. The Government intends to purchase the
following under the Simplified Acquisition Procedures: TRAINING
OBJECTIVES and MINIMUM REQUIREMENTS, civilian training center for
Accelerated Free Fall (AFF) parachute training for six members in order
for them to garner sufficient knowledge and experience to challenge
USSOCOM's Military Free Fall (MFF) parachute course of instruction. Any
vendor seeking award of this contract must cover the minimum
requirements to challenge the MFF course of instruction and must
utilize current U.S. Parachute Association (USPA)sanctioned AFF
training curriculum and drop zone. Moreover, the vendor must
meet/provide the following minimum Drop Zone requirements: Must be less
than 90 miles from SEAL Teams ONE, THREE or FIVE in order to avoid
excessive travel and per diem costs. Must have on site equipment for
video debriefing in rooms large enough to accommodate 20 students. Must
have a covered packing area in order to minimize parachute exposure to
destructive ultra-violet light. Must have two military-approved
aircraft capable of accommodating 23 jumpers on call for the exclusive
use of SEAL Teams ONE, THREE or FIVE throughout the entire period of
training. Business with other customers can at no time affect our
training schedule. Must have available complete equipment rentals for
a group of 18 at all times throughout the training period. Must provide
one U.S. Parachute Association (USPA) certified instructor/evaluator.
Must provide two USPA Accelerated Free Fall (AFF) jumpmasters. The
runway must be co-located with the drop zone and packing facility.
There must be an on site meal facility that serves breakfast and lunch.
A minimum of 90 lift tickets must be provided for each of the 18
students attending. It is imperative these tickets be interchangeable.
Any student must be able to use any ticket to ensure that no
additional tickets will need to be purchased in the event any student
needs to repeat any portion of the instruction. Award shall be made to
technically acceptable low quote, DFAR 204.7302, prospective
procedures as outlined in FAR 12 and conjuction with FAR 13 are
applicable. The anticipated award date is 28 Jun 00. All responsible
