The U.S. Army Communications-Electronics Command (CECOM) proposes to acquire technical and engineering support services for the Near Term Digital Radio (NTDR) system including, but not limited to participation at internal/external Government meetings, response to technical issues related to the NTDR (primarily Army digitization and Brigade Combat Team (BCT) initiatives), performance of laboratory and field tests, technical studies and analyses concern subjects/systems related to the NTDR program, development of NTDR performance input data for Government modeling purposes and training support. Acquisition of these NTDR technical and engineering support services is proposed on a time and materials (T&M) basis for the period 1 January 2001 through 30 December 2001 as a new work modification against contract DAAB07-96-C-C760 to increase the current contract T&M ceiling price. Sole source negotiation is proposed with ITT Industries, Ft. Wayne, IN pursuant to FAR 6.302-1(a), Only One Responsible Source. ITT is the current developer of the NTDR System and the Government does not possess the technical data necessary to define the form, fit, function or performance of the NTDR to allow for a competitive acquisition of the required technical and engineering support services. Performance of these services shall be on-site at the contractor's facility and at designated Government test and evaluation sites, including but not limited to Ft. Hood, TX; Ft. Drum, NY, Ft. Irwin, CA; Ft. Polk, LA and the Electronic Proving Grounds (EPG), Ft. Huachuca, AZ. Interested parties may submit a proposal that shall be considered by the agency. See numbered Notes 22 and 26.
