E-MAIL: Mary E. McKaig, Mary.E.McKaig.1@gsfc.nasa.gov. NASA/GSFC plans to issue a Request for Quotation (RFQ) for Cyclotron Proton Beam Time and Facility Support. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to acquire the support from the Crocker Nuclear Laboratory (CNL) at the University of California at Davis (UCD). The UCD CNL cyclotron provides a unique technical facility for proton single event effects (SEE) testing, displacement damage (DD), and total ionizing dose (TID) testing of microelectronics and photonics. NASA/GSFC requirements are that the facility must provide: tuned proton energies between 4 and 68 MEV, particle fluxes between 0.1 PA and 1 A, <10% variance on beam uniformity, and beam structure that provides a near continuous (>20 MHZ) proton stream, which is required for the dynamic testing requirements of SEE testing. These attributes are required for SEE, DD, and TID testing. Market research indicates that UCD CNL is the only facility able to meet these requirements. TheGovernment does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications, with respect to being able to provide this type of support, in writing to the identified point of contact not later than 4:30 p.m. local time on July 11, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
