The U.S. Environmental Protection Agency intends to negotiate a sole source contract with Elsevier Science Direct, P.O. Box 7247, Philadelphia, PA 19170-8455 for continued electronic desktop subscription. The support Service for the subscription is as follows: usage rights, enhancements, automatic updates, and technical support hotline services. The Agency's requirement for this electronic version subscription provides convenient access to approximately 16,000 connected staff members at EPA. EPA believes that Elsevier Science Direct is the only vendor capable of satisfying the desktop electronic version subscription stated above. The circumstance permitting Other Than Full and Open Competition Justification is FAR 6.301-2, "Only one responsible source and no other supplies or services will satisfy agency requirements". The period of performance is expected to be as follows: Base Period: Jul 14, 2000 to Jul 13, 2001 and a 12 month option period thereafter. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The intent of this synopsis is to determine if any sources exist and, therefore, no RFP is available.
