NASA's Goddard Space Flight Center plans to issue a Request for Proposal (RFP), RFP5-01489-113, on a full and open competitive basis for continued Logistics Services to be performed at the Greenbelt, Maryland and Wallops Island, VA locations, and to NASA Headquarters in Washington, D.C. This requirement is a follow-on to Contract NAS5-32889 with Cortez III Service Corporation. A cost-plus-incentive-fee (CPIF)/Award Term (AT), performance based contract is contemplated. This will be part of NASA's pilot program of issuing Award Term Contracts. The contractor will perform the following services: Project Logistics Support (Integrated Logistics Support, Mechanical Engineering, Storage Program, Project Supply Support, and Export Control); Supply Support Operations (Requisition Processing, Inventory Management, Research and Cataloging, Purchasing and Acquisition, Receiving, and Warehousing); Transportation (Traffic Management, Preservation, Packing and Packaging, Material Handling, and Fleet Management Operations); Equipment Management Support Services (Equipment Control and Excess Program); and Administrative Support Services (Mail Services Center, Form, Records and Directives (FORD), and Interior Design). The provisions and clauses in the RFP are those in effect through FAC 97-17. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The SIC Code and Size Standard are 8744 and $20M, respectively. The DPAS rating for this procurement is DO-C9. The anticipated release date of RFP5-01489-113 is on or about July 5, 2000 with an anticipated proposal due date of on or about August 5, 2000. All qualified responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B".
