been accepted by the Small Business Administration (SBA) under their
competitive 8(a) program as requirement number 1086-00-004368. Bids
will be accepted from 8(a) contractors under SIC Code 1611 who are in
the developmental stage and are located within the geographical area of
the Portland (Oregon) SBA District Office or have an established bona
fide place of business within the geographical area of the Portland
(Oregon) SBA District Office. Subcontractors and suppliers do not need
to be in the 8(a) program. Project: OR PFH 16-1(4), Canyonville-Trail
Highway, Umpqua National Forest, Douglas County, Oregon. This project
consists of 4.780 km of grading, drainage, base, paving, concrete
retaining wall, and concrete soldier pile cut retaining wall. Project
includes: construction survey & staking; contractor sampling & testing;
construction schedules; monuments & markers; permanent & temporary
traffic control devices; 3,000 meter silt fence; 3,000 cu meter
watering fordust control; 15 ha clearing & grubbing; 90,000 cu meter
roadway excavation; 2,000 cu meter earthwork geotextiles; 5,000 sq
meter roadway obliteration; 2,500 cu meter riprap; 60 sq meter fill
wall; 43,000 ton untreated aggregate courses; 16,000 ton emulsified
asphalt treated base course; 14,500 ton hot asphalt concrete pavement;
205 meter structural steel soldier pile; 300 sq meter treated
structural timber; 140 meter drilled shafts; 860 meter culverts; 100 cu
meter lean concrete backfill; 1,250 meter guardrail; 20 meter concrete
barrier; 5,500 meter fence; 10 ea gates; 20,000 sq meter topsoil; 70
slurry units each seed and mulch; 2,000 flagger hrs; 200 pilot car hrs;
and other smaller items of work. The project starts within city limits
of Days Creek, Oregon. Work shall be completed by November 1, 2001.
Estimated price range is between $2,500,000 and $5,000,000. The

capital financing and bonding assistance for transportation related
