Proposals will be evaluated pursuant to FAR 15.101-1,Tradeoff Process. Evaluation factors shall be set forth in Request for Proposal, Appendix A, Instructions, Conditions and Notices to Offeror, and Appendix B, Evaluation Factors for Contract Award. Work includes but is not limited to covering of existing concrete walls with vinyl wall covering; ceramic tile; restrooms, and corridors. Painting of building exterior; replace windows; interior and exterior doors, carpeting, vinyl and ceramic floor tile; suspended ceilings; replace lighting, electrical panel boards; wiring and transformer. Replacement of boiler, water heater and renovate restrooms; relocation of offices and fixtures and installation of fire sprinkler system. Providing temporary office trailers for building occupants. Construct a 3660 SF addition. HVAC work; asphalt work; hydraulic elevator; exterior finishes; install aluminum entry system and windows; install roof top multi-zone HVAC system; construct new sidewalks and paving. All work to be performed under a single lump sum firm fixed-price contract. The solicitation package will be available o/a 30 Jun 00. A non-refundable charge of $72.00 is required to obtain the solicitation. The performance period is 270 calendar days after receipt of the NTP. All responsible sources may submit a bid which shall be considered as the solicitation will be issued under full and open competition. Notice to Offerors: Funds are not presently available for this project. No award will be made until funds are available to make payments under a contract. The government reserves the right to cancel this solicitation either before or after bid opening/RFP closing, with no obligation to the offeror by the government.
