The Electronic Systems Center (ESC) of the Air Force Materiel Command (AFMC) intends to award a Fixed Price contract for MMRT Production units to Rockwell Collins, 3200 E. Renner Rd Richardson, TX 75082. The program entitled Modified Miniature Receive Terminal (MMRT) is designated as a "DAC Program" as defined by Air Force FAR Supplement 5302.101. The proposed contract action provides for the production of up to 100 Modified Miniature Receive Terminals (MMRT) an enhanced Government inventory AN/ARR-85 Airborne Miniature Receive Terminal (MRT) Very Low Frequency/Low Frequency (VLF/LF) radio receiver. This acquisition will result in a common receiver configuration and complementary equipment that will be integrated into the Navy E-6B Take Charge and Move Out (TACAMO) aircraft and the E-4B National Airborne Operations Center (NAOC) aircraft. This acquisition will also result in the tailored installation equipment required to integrate the enhanced receiver into the E-4B and E-6B platform. The MMRT production, based on current platform availability, is projected to be a 42-month program. During production the Contractor will be responsible for fabrication of the MMRT and installation equipment and testing of the installation for both the E-4B and E-6B platforms. In February 2001 the Contractor will integrate and install the production MMRT System into the first E-4B aircraft and conduct Integration and Checkout (I&CO), FAA certification and flight testing. The final E-4B aircraft integration will be in late FY 03 with fleet acceptance after Depot modification in January 2004. Integration and Checkout for the E-6B aircraft will start in August 2001 and complete with the 15th aircraft in August 2003. The MMRT is being developed and tested by Rockwell Collins, 3200 East Renner Road, Richardson, Texas 75083-3807. This action is in accordance with 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, Only one (1) responsible source. The Government intends an award by August 2000. However, if a firm believes it is capable of performing the Government's requirements they may identify their interest and capability to meet the following screening criteria within fifteen (15) days of this publication to ESC/NDK Attn: Lt. Class I Ozone Depleting Substances (ODSs) will not be permitted for use on this program and the contractor shall also identify, track and control the use of Class II ODSs and Hazardous Materials (HAZMATS). Firms must have; a. proven experience with Survivability/Vulnerability (S/V) and Radiation Lot Acceptance Testing (RLAT), b. management experience in manufacturing the type of equipment indicated above and c. production capability and technical expertise which can procure and produce the equipment using less than level 3 drawings (which do not include the non-releasable manufacturing practices). Telephone requests for draft material will not be honored. Disclosure of classified and export controlled unclassified (including sensitive unclassified)information shall be denied to foreign Governments and Foreign Nationals, including firms under foreign ownership, influence, or control, even if the firm has been granted a reciprocal industrial security facility clearance. This Foreign Disclosure denial applies to both the solicitation and to contract performance, and it also applies to prime contractors as well as to all subcontractors. This was previously synopsized as a Sources Sought on 18 June 1999. An Acquisition Ombudsman, Colonel Joseph B. Magnone, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
