COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in
accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
Quotes are being requested and a written solicitation will not be
issued. Solicitation GDQ001044 is issued as a Request for Quotation
(RFQ) and incorporates provisions and clauses in effect through Federal
Acquisition Circular 97-17. See Numbered Note(s): 1. All responsible
sources may submit a quote which will be considered. SIC code 3084;
size standard of 500 employees. This will be a firm-fixed price
contract for the Bureau of Land Management (BLM), Albuquerque Field
Office, New Mexico. The Bureau of Land Management has a requirement for
pipeline materials to be delivered to the Albuquerque Field Office
District to the destinations identified below. This is a Total Bid --

Steel, 1 1/2 inch dia. To: Albuquerque Field Office. The pipeline
materials shall meet, at a minimum, the following requirements.
Polyethylene (PE) Pipe: Polyethylene pipe shall carry the seal of
approval of the National Sanitation Foundation NSF-PW. Nominal
diameters of pipe are inside dimensions for SIDR rated Pipe and outside
dimensions for DR rated pipe. All pipe shall be protected against
damage by freezing, heat, sunlight, and traffic until delivered and
accepted. Polyethylene pipe shall be type 3408 and meet the
requirements of ASTM D 1248, ASTM D 2239, and AWWA C 901 for SIDR rated
pipe and ASTM D 3035 for DR rated pipe. Pressure rating and SIDR or DR
ratio of pipe shall be as shown on the Bid Schedule. Each roll of pipe
shall be marked along its entire length with a tag that states the
diameter, pressure rating, and SIDR or DR ratio. Ball Valves: Ball
valves shall be of brass or bronze construction, have a minimum
pressure rating of 400 psi W.O.G., and shall have female iron pipe
threads, have pressure rating stamped on valve housing, be pressure
tight on both sides, have full port opening, have a hard chrome plated
brass or stainless steel ball, have a handle for turn open or close
position, and have a reinforced teflon valve seat. Ball valves shall
meet the requirements of Federal Specification FS-WW-V-35, Type II,
Class A or C. Float Valve Assemblies: Float Valve Assemblies shall
include a float valve, a float valve stem, and a 6-inch Copper Ball
Float. Float valves shall be of brass or bronze construction, shall
have 3/4-inch male iron pipe threads (MIPT) with single lever action
for horizontal installation and fluted, rotating plunger with thumb
screw adjustment. Valves shall be pressure rated to 125 psi minimum,
and minimum flow shall be equal to 25 gallons per minute at a pressure
of 100 psi. Float valve stems shall be solid brass, -inch diameter by
10-inch length, brass and threaded on both ends with swivel. Floats
shall be 6-inch diameter copper ball floats with female thread
connections -inch -- 20 SAE. Air vents: Air vents shall be automatic
continuous air bleed and vacuum relief type and shall be capable of
releasing accumulated air when the system is under pressure, have 2 to
150 psi minimum working pressure range, free-floating foam, plastic,
or stainless steel float, shall have a minimum of 1 -inch diameter NPT
inlet, shall be pressure tight without leaks upon closing, be of
aluminum, bronze, brass, iron, or plastic body construction, shall have
female pipe threads of the diameters listed in the line item. Check
Valves: Check valves shall be of brass or bronze construction, have a
minimum pressure rating of 400 psi W.O.G., be of female threaded type,
both inlet and outlet, swing operated, check type, or spring loaded
and center guided at both ends, for horizontal use, and be of the size
and quantity shown in the line item. Insert Couplings & PE Adapters:
Insert fittings shall be made of steel. Hose clamps used with insert
fittings shall be made of stainless steel. All clamps shall have a
5/16-inch deep slotted screwhead. Fittings and clamps shall be
compatible and be of the size and quantity shown in the line item.
Protective Boxes: Protective boxes including cover and extension shall
be injection molded, chemically inert, and constructed of a rigid
combination of polyolefin with fibrous inorganic component reinforcing
with the following minimum properties: Tensile Strength- 3,400 psi,
Compressive Strength- 3,350 psi, Impact Strength- 0.6 foot pounds per
inch, Hardness (Durometer Type D)- 60. The protective box shall have a
base dimension of at least 16 inches by 10 inches and be 12 inches
high. The top opening shallbe at least 9 inches by 14 inches and be
complete with a reinforced cover. The extension shall have a base
dimension of16 inches by 10 inches and a cover opening of 15 inches by
10 inches and be 6 inches tall. The protective box extensions, and
cover shall be compatible, have a tight fit, and an approximate total
height of 24 inches. A snap lock unlocking tool shall be provided with
each box. All items shall be prepared for shipment consistent with
standard commercial practice and in a manner to insure carrier
acceptance and safe delivery to the destinations in compliance with
rules and regulations applicable to the mode of transportation. The
Contractor may use his own practice providing it fulfills these
requirements. A Certificate of Conformance, as required by FAR Clause
52.246-15, shall accompany each shipment. The Contractor shall be
responsible for all damage in transit. DELIVERY FOR ALL ITEMS AND ALL
QUANTITIES IS 60 CALENDAR DAYS AFTER THE NOTICE OF CONTRACT AWARD IS
RECEIVED. The following factors will be used to evaluate quotes, in
descending order of importance: A. Price B. Earlier Delivery Date. The
Government reserves the right to make award of the initial offer
received without discussions. The Government will award a contract
resulting from this solicitation to the responsible offeror whose quote
conforming to the solicitation will be most advantageous to the
Government, price and delivery being considered. A variation in the
quantity of Zero (0) Percent increase/decrease shall apply to all
items. DELIVERY NOTIFICATION: The Contractor shall notify the
Albuquerque office, (505)761-8739 at least 3 working days prior to
delivery, to arrange for inspection and acceptance at destinations.
DELIVERY TIMES: Delivery shall be made between the hours of 8:30 a.m.
and 3:30 p.m., Monday through Friday, holidays excluded. RESPONSIBILITY
FOR UNLOADING AT DESTINATIONS: The Contractor shall be responsible for
unloading at destinations cited below. The Contractor shall load and
unload products in such a manner that protects them from damage until
accepted by the Contracting Officer. TRANSPORTATION/FREIGHT CHARGES:
All costs of transportation/freight, from shipping points to the
destinations shall be paid by the Contractor and included in his unit
price quoted for the items. DELIVERY DESTINATIONS: a. Albuquerque Field
Office 435 Montano Road NE, Albuquerque, NM 87107. b. Cerro Brillante
Ranch -- Take exit off of I-40 near Grants, NM for Highway 117, go
south on Highway 117 to the intersection with County Road(CR) 42, take
CR42 for approximately 9.1 miles, the unloading site will be on South
