synopsis/solicitation for commercial items prepared in accordance with
the format on the Federal Acquisition Regulations [FAR] Subpart 12.6,
as supplemented with additional information included in this notice.
(i) This announcement constitutes the only solicitation; quotes are
being requested and a written solicitation will not be issued. This CBD
notice can be viewed and downloaded and using the Agency Web-Site. The
world-wide-web address is http//:www.info.usaid.gov. Select Business
and Procurement Opportunities from the home page, then "USAID
Procurements". On the following screen, select Download Available USAID
Solicitations" (ii) This acquisition will be conducted using simplified
acquisition procedures. (iii) The solicitation document and
incorporated provisions and clauses those in effect through Federal
Acquisition Circular (FAC) 97-17. (iv) The Standard Industrial
Classification (SIC) code is 3085, with a small-business size standard
of less than 100 employees. This procurement is set-aside for small
businesses. (v) The contractor must meet the following specifications:
5,000 Bodybags -- Pouch Material-Minimum 10 gauge vinyl or polyscrim
capable of withstanding a carrying weight of 300 lbs. (medium quality
pouch). B)Width will be at least 35" and length will be at least 78".
C)Seams should be either heat sealed or stitched in a way to prevent
leakage and capable of withstanding weights of 300 lbs. D)Single
zipper, either curved or straight, of sufficient quality to prevent
escape of liquids or odors. E)Handles may be constructed of nylon
webbing or pouch material at least 1" wide. Handles will be extensions
of straps running the width and or length of the pouch. Handles may be
placed either two evenly spaced on each side and one at each end, or
three handles on each side spaced evenly from the middle of each side.
Handles will be attached so that they equal the strength of the pouch
material and seams, 300 lbs. Packaging instructions -- Pouches should
be packaged for overseas shipment in cartons. Each carton should
contain 10 pouches. Shipping cartons will meet the following
specifications: 175 pound double-wall corrugated fiberboard with type
40-E wax coating. Type: FTC -- Full telescoping with reverse scoring.
Body Flaps -- stapled at ends of carton, Cover Flaps -- stapled at
sides of carton to provide stacking strength. Sealing: 8-inch lengths
of 2-inch wide plastic filament tape using two pieces centered on each
end and two pieces equally spaced from each other at each end on both
sides. The tape will be of a type, which adheres to wax coated
cartons. Dimensions: Shall be such that they permit maximum utilization
of overseas shipping containers and permit palletizing onto standard
wood pallet without overlap. Total package size shall not exceed 1.5
cubic feet. When palletized, they will not exceed a total height of 88
inches from the floor. Labeling -- Labeling of the carton will meet
the following requirements: a. USAID clasped hands symbol (see
www.info.usaid.gov for example) on all four sides. Symbol size will be
approximately 6.5" tall by 5" wide, and the color will be black. b.
Proper "UP" directions will be printed in black on all four sides. c.
Print on at least two sides of each carton, "United States Disaster
Relief Gift of the People of the United States" so that these words
appear on at least two sides of the shipment when palletized.
Palletizing -- Sealed boxes will be palletized on standard wood pallets
(42" x 48") with quantities in 100 increments and stacked no higher
than 88 inches. Cartons shall not overhang the pallet. Quotation will
include cost for delivery to OFDA Stockpile at Brethren Service Center,
601 North Main Street, New Windsor, Maryland 21776. (vi) FAR provision
52.212-2 "Evaluation Commercial Items, "; the Government may award a
single contract resulting from this solicitation to the responsible
quoter whose quote conforming to the solicitation will be most
advantageous to the Government. The following evaluation criteria will
be used to evaluate quotes: price and conformity to technical
specifications. (vii) FAR provision FAR Clause 52.212-4, "Contract
Terms and Conditions Commercial Items" hereby applies to this
solicitation. (viii) FAR Clause 52.212-5 "Contract Terms and Conditions
Required to Implement to Statutes of Executive Orders -- Commercial
Items" with the following addenda: Paragraph (b) the following FAR
Clauses are hereby incorporated by reference: 52.216-22, 52.216-24,
52.216-25, 52.222-20, 52.222-26, 52.222-35, 52.222-36, 52.222-37,
52.223-2, 52.223-6, 52.225-3, 52.225-13. AIDAR clause 752.225-70. (ix)
Quotes should be received not later than COB 24 June, 2000. The
mailing address for quotes and documentation related to the item sent
via the US Postal Service is United States Agency for International
Development, Office of Foreign Disaster Assistance, RRB Ninth Floor Ops
Center. ATTN: Terry Goeldner. Offerors are required to provide a sample
with their quotation. Samples need not have printing. Samples will not
