synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; a quotation is being requested and a written
solicitation will not be issued. Solicitation number F08620-00-T-0109
is hereby issued as a Request for Quotation. The incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-17. This solicitation is 100% set-aside for Small Business
and is under Standard Industrial Classification Code 3861, with a small
business size standard of 500 employees. Contractor shall integrate and
install a data wall with a multi-channel processor, touch screen room
control with preview capabilities, sound system to include all
necessary hardware, components and cables to fully integrate the
system, and include all labor, tools, materials, transportation and
on-site training necessary to install and maintain data wall. The data
wall will be twelve (12) each high, contrast ratio 40_ cubes with a
16_ depth, ultra thin screen border for seamless integration, no rear
ventilation needed to mount flush against the wall, internal routed
venting and cabling system, and extended warranty. Four (4) 10_ bases
to be included with the capability of extending the base another 10_.
The data wall cubes are 800 x 600 DLP projectors with an 8000 hour lamp
life. Twelve (12) additional spare lamps are to be included. The
contractor shall provide a system to include a multi-screen display
station using a single Pentium III processor with 12 each 4MB
video-capable color display channels, 256Mb of ECC system memory, 104
keyboard, mouse, twelve (12) 20_RGB cables, one (1) 9u rack mount
chassis with slides, dual hot swappable power supplies, dual fast
Ethernet interfaces with RJ45 connectors, twelve (12) composite BNC
video inputs, three (3) dual channel RGB capture cards, Microsoft
Windows NT Workstation, virtual screen software,LAN array networking
software, X11 server application, and annual software support for the
multi-channel extended hardware warranty. The RGB capture windows
support up to 1600 x 1200 and refresh up to 85hz. The RGB capture
windows, video and network connection can be resized from the native
resolution of the input signal to very large or very small and will be
refreshed at rates up to 60 times per second depending on size. The
room control system will control all equipment and preview a choice of
two data inputs and one video input, and control all devices
simultaneously on a 1024 x 768 15_ ELO touch screen. System shall
include all necessary components, custom design, hardware and
programming . The touch screen can also be moved and connected in
another part of the room by unplugging at one location and plugging in
at another location with all the same capabilities at both locations.
The room control system will be controlled from a custom control
console constructed of 34_ plywood with wood veneer and solid wood trim
to match existing furniture. The work surface is a laminate top
surface, console to include keyboard drawer, monitor cutout and
mounting for 15_ LCD screen at appropriate angle, area for
rack-mountable equipment and work surface. A 70_ equipment rack with
shelving, rack mountable 10 (ten) outlet power strip and cooling fan to
house necessary equipment will also need to be incorporated. The system
will incorporate a 16 x 16 RGBHV wide-band matrix switcher with 8 x 8
audio breakaway and front panel control. The switcher will have RS232
control with 200MHz (-3db) performance when fully loaded, Impedance
75ohms, return loss-30db@5MHz maximum dc offset 1.5v, crosstalk
isolation _50db@5MHZZ switching speed 200nS(max). Each input and output
is individually buffered and isolated with virtually no crosstalk or
signal noise between channels. The RGBHV inputs are available to switch
separate horizontal and vertical sync to ensure proper polarity and can
display RGBHV, RGBS, RGsB, RsGsBs, HDTV, component, composite and
S-video. The system will include six (6) RGBHV interfaces with 300MHz
(-3bd) RGB bandwidth, ADSP processing, active PC audio interfacing, dip
switch selectable . The sound system will include a 120-watt modular
amplifier expandable to eight (8) slots with inputs to include one EQ
module. The eight (8) speakers are to be ceiling speakers mounted in
ceiling. This is to be a turn-key system to include all remaining
components, connectors, cabling to integrate the new and existing
equipment line drawings, testing and training, on-site warranty and
quarterly inspections for one year. Vendor is also responsible for all
freight to location and cleanup. See bottom of page for equipment
requirements. GSA items shall be noted as well as the GSA Contract
Number. If quoting an equal, must provide manufacturer, part number and
specifications and include with your offer. An on-site visit is
scheduled on June 28, 2000, at 2:00PM CST for those offeror_s wishing
to survey the room to understand the scope of the requirement.

of award. Place of delivery and installation shall be C2 Warrior
School, 142 Hartson St, Bldg. 90069, Hurlburt Field FL. The following
clauses and provisions are incorporated either by reference or full
text and are to remain in full force in any resultant purchase order;
FAR 52.212-1, Instructions to Offerors_Commercial Items (MAR 2000). It
applies to this acquisition and is amended to read: FAR clauses and
provisions can be located via the Internet at:
http://farsite.hill.af.mil. Submit signed and dated quotations on
company letterhead or quotation form. Offers shall be evaluated in
accordance with FAR 52.212-2, Evaluation _Commercial Items, which is
incorporated into this Request for Quote, with addendum to paragraph
(a) as follows: The following factors shall be used to evaluate offers:
(i) technical capability of the item(s) offered to meet the Government
requirement; (ii) past performance; and (iii) price. Technical and
past performance, when combined, are significantly more important than
price. The Government will make award to the responsible offeror whose
offer conforms to the solicitation and is the greatest value to the
Government, considering the technical capability, past performance, and
price. When technical capability and past performance are combined and
are evaluated essentially equal, price may be the deciding factor. The
Government reserves the right to make award without discussions.
Offerors shall submit three (3) past performance references which are
recent, within the last three (3) years, and relevant to this
solicitation. Each reference shall include a company name, address,
point of contact, and commercial and fax numbers, contract number and
value of total project. Each offeror shall include a completed copy of
the provisions at FAR Clause 52.212-3, Offeror Representations and
Certifications_Commercial Items (FEB 2000), with the quotation. Submit

(JUN 2000), applies to this acquisition and is incorporated by
reference. Paragraph (b) of the clause incorporates by reference the
