SOURCES SOUGHT -- THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL SOURCES SOUGHT FOR "CLEAN CITIES TECHNICAL ASSISTANCE" Under the Alternative Motor Fuels Act of 1988, the Clean Air Act Amendments of 1990, the Energy Policy Act of 1992, and a number of Executive Orders, the federal government has demonstrated its resolve to promote the use of alternative fuels and alternative fuel vehicles, to clean up our environment, and to promote the goals of reaching energy independence and security. The U.S Department of Energy's Clean Cities Program is designed to encourage the use of alternative fuel vehicles (AFVs) and develop the supporting infrastructure throughout the nation. The Clean Cities program takes a voluntary approach to AFV development, working with coalitions of local stakeholders to help develop the AFV industry and integrate this development into larger planning processes. Clean Cities works directly with local businesses and governments, guiding them through each step in the process of building the foundation for a vibrant local organization, including goal-setting, coalition-building, and securing commitments. Current and potential members of the Clean Cities network also help each other by sharing local innovations "mayor-to-mayor," by addressing and relaying obstacles they encounter in pursuing alternative fuels programs, and by exchanging "do's" and "don'ts," based on experiences in these programs. NREL is seeking individuals or organizations that have the required expertise and communications skills to provide technical advice and assistance to Clean Cities Coalitions who are trying to implement AFVs within local fleets and to establish the supporting alternative fuel infrastructure, evolving into widespread community acceptance and use. These individuals or organizations will be utilized as consultants to Clean Cities requesting assistance from DOE during their AFV implementation process, helping to secure grants, speaking with local and regional stakeholders, providing expert opinions onemerging advanced technologies, and resolving technical problems and issues as appropriate. Possible related tasks for this project may include the coordination of specialized training or local or regional workshops for specific groups of AFV stakeholders or individual fleet operators, and completion of certain communication and outreach tasks to raise awareness of the Clean Cities Coalition members and their constituents. Consequently, a detailed accounting of skills related to these areas are requested from interested sources. Organizations or individuals responding to this Sources Sought request must have some or all of the following capabilities, attributes, and skills: 1. The organization/individual will demonstrate a historical involvement in, and extensive knowledge of, the alternative fuels and/or vehicle industry. The organization/individual will describe their practical applied field experience or expertise with alternative fuel in specific fleet operations, particularly in designing and implementing AFV projects and in facilitating solutions to operational problems of AFV applications. 2. The organization/individual will show that it has significant contacts and resources in alternative fuels areas by demonstrating their involvement in specific AFV fleet operations, technical training programs, and AFV market introduction activities, included related publications for which authorship can be claimed. 3. The organization/individual will demonstrate their capabilities to operate and manage alternative fuel workshops or training sessions at a local or regional level where attendance exceeds 50 people, and/or with smaller groups of AFV stakeholders or individual fleets. 4. The organization/individual will describe their abilities and expertise in the area of public outreach, associations with the press and trade industries, and other related activities designed to support an AFV implementation information and education program.
