B -- PROGRAM EVALUATION SOL DOJ-SAS-0-Z-0054 DUE 062800 POC Donna Savoy, Contracting Officer, 202/307-1949 Department of Justice, Personnel Staff intends to issue on a sole-source basis, using Simplified Acquisition Procedures FAR Part 13, purchase orders to the following participants Art Hersh, The Hersh Group; George Parkins, CTA, Inc.; Philip Camero, PEC Solutions, Inc., and Robert Ludwig. This team will evaluate and report its findings, and recommendations to improve current and future recruitment efforts, workforce effectiveness, and retention rates in support of the Department's mission, strategic goals and objectives. This team will also identify major risks to the Department's ability to deliver high quality, cost effective information technology (IT) products and services with recommendations to mitigate such risks. The work will include a review of project documentation and extensive interviews with Department staff, contractors, and personnel from other government agencies. Responses received as a result of this notice of intent shall be considered solely for the purpose of determining whether toconduct a competitive procurement. Responses will not be considered as either proposals or bids. A determination by the Government not to open this requirement to competition, based upon the written responses to this notice, is solely within the discretion of the Government.
