Supplemental Architect-Engineer Services for the Public Buildings
Service (PBS) Nationwide. This procurement will establish a National
Indefinite Delivery / Indefinite Quantity Contract to provide Cost
Engineering Services for GSA design and construction projects and
programs. The knowledge and skills of cost engineering, as defined by
the AACE, Intl (American Association of Cost Engineers, Intl) includes
cost estimating, cost analysis, cost / schedule control, and cost /
value improvement. This contract, being national in scope, is intended
to support all GSA Regional Offices, the GSA Central Office, and GSA
Centers of Expertise. GSA renovation and new construction projects are
located throughout the United States and may include: Federal Office
Buildings, Federal Courthouses, Border Stations, Laboratories,
Warehouses, and other types of real property. In addition, this
contract will be open to all federal agencies which manage, in whole or
part, design and/or construction programs and find a need for cost
engineering and cost management services. Services may be required at
any time duringa project's development and delivery, including:
planning, design, construction, and operations. Services required may
include, but not be limited to: 1) Design and Implementation of cost
engineering programs, policies and procedures, development of new /
revised cost engineering guidelines, new / revised cost engineering
procedure manuals, new / revised standards for determining project
budgetary requirements, new / revised standards and programs for
developing project benchmarking criteria, develop and manage new cost
management databases, conduct economic cost growth studies and conduct
labor productivity studies. 2) Programming and Pre-design Phase
Services -- Feasibility studies, cost and price forecasting, value
management services, risk analyses, market analyses and economic
analyses. 3) Design Phase Services Cost and price forecasting, cost and
price analyses, resource and activity planning/scheduling, cost /
schedule controls, value management services, economic analyses, risk
analyses and constructability analyses. 4) Construction Phase Services
-- Cost and price forecasting, cost and price analyses, resource and
activity planning/scheduling, schedule analyses, cost / schedule
controls, value management services, risk analyses and contract
negotiations. Functional support/expertise will typically be required
in the areas of cost and price forecasting, cost and price analyses,
resource and activity planning/scheduling, cost / schedule controls,
value management, economic analyses, risk analyses, and
constructability analyses. The A-E Firm shall be able to provide any
level of cost engineering need, from total support to specialty
services needed to augment existing Government capabilities. The
Government has determined the following disciplines required and/or
consultants to be required: Cost Engineers (Architectural, Civil,
Environmental, Structural, Mechanical, and Electrical), Schedule
Analyst, Risk Analyst, Value Specialist, Architect, Design Program
Architect, Courts Architect and Civil, Environmental, Structural,
Mechanical, Fire Protection and Electrical Engineers. Preference will
be given to individuals holding the certification as a Certified Cost
Engineer or Certified Cost Consultant (CCE/CCC), as recognized by the
AACE, and Certified Professional Estimator (CPE), as recognized by the
ASPE. If the proposed personnel are qualified in all ways other than
the stated certifications, the Government will accept the services,
given the stated personnel are under the direct supervision and review
of someone who holds such certification. Value Management Services are
to be provided by either a SAVE (Society of American Value Engineers)
recognized Certified Value Specialist (CVS), or Associate Value
Specialist (AVS), who is in the certification training process to
become a CVS. The A-E firm must have proficiency in the application of
Microsoft Word 97, Excel 97, and Access 97, Project 4.0, and Power
Point 97, or later. The Firm and its staff must be proficient in and
have extensive knowledge of the application of various cost management
software, such as Success, version 4.1 or later, BSD Cost Link,
M-Cases Gold, PACES, TRACES, RACER and Timberline. Expertise is
required in the application of an array of scheduling and project
management tools, including, but not limited to Primavera P3 Project
Planner, Sure Track, and Microsoft Project, ver. 4.0. Knowledge and
experience is expected in the application of risk analysis software
such as Crystal Ball and/or @Risk. The A-E firm must address resource
availability to each of the 11 GSA Regions and to other federal
government agencies nationwide. In order to provide the necessary
coverage, the Government encourages the use of sub-contractors and
joint-ventures. All services will be procured through the issuance of
individual Work/Delivery Orders, each one being defined by a separate
scope of work. The term of the contract(s) shall be for a one-year Base
Period, followed by up to four (4) one-year Option Periods, not to
exceed $5,000,000 for each Period, for an aggregate dollar value of
$25,000,000 per contract. Consideration for the contract(s) will be
nationwide. The Contracting Officer reserves the right to increase the
maximum dollar amounts if deemed necessary. This office may award more
than one (1) contract to satisfy this requirement. This A-E selection
will be a two-step process. In Stage I, the principal firm, associated
firms, or joint venture partners will be evaluated. Identification of
all consultants is not required in this Stage. The Evaluation
Criterion and associated submission requirements for Stage I selection
are as follows: I. PAST PERFORMANCE 400 Points A. Responsiveness of
team to the client's needs and compliance of the team with performance
schedules, as demonstrated by narrative and by client references. 150
Points B. Quality of products delivered by team to the client, and
evidence of an effective in-place Quality Control Program, as
demonstrated by narrative and by client references. 100 Points C.
Accuracy of estimates and cost analyses, as demonstrated by narrative
and by client references 100 Points D. Delivery of like services under
previous federal government Indefinite Quantity -- Indefinite Delivery
contracts. 50 Points Summarize, in narrative form, the firms track
record in meeting the needs of 3 previous clients, preferably
Governmental, Educational, or Institutional, with regard to performance
schedules and level of services required. Identify the firm's quality
control plan set-in place to guarantee development, review and delivery
of acceptable products. Provide narrative report, and client references
on no more than five (5) construction projects, valued greater than
$1,000,000, showing the accuracy of the cost estimates when compared to
the actual market bid value. Identify, in narrative form and by client
references, no more than five (5) projects and the degree of success
in which cost analyses were performed as an effective tool for cost
control. Address, in narrative form the firms experience in
providingcost engineering services under the IDIQ contracting
environment. II. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE -- 325
Points A. Experience in designing and implementing successful cost
engineering programs in large government and/or commercial
organizations. 75 Points B. Experience in programming and pre-design
phase cost engineering services. 75 Points C. Experience in design
phase cost engineering services. 100 Points D. Experience in
construction phase cost engineering services. 75 Points Summarize the
experience that the proposed key personnel holds in designing and
implementing successful cost engineering programs. Identify program
manuals and supporting documentation developed by proposed key
personnel presenting knowledge and skills requisite for designing and
implementing successful cost engineering programs in large
organizations. Express, in narrative form, experience held by key
personnel in providing a variety of cost engineering services during
the programming and pre-design phase of a project life-cycle. A maximum
of three (3) projects should be considered. Express, in narrative form,
experience held by key personnel in providing a variety of cost
engineering services during the design phase of a project life-cycle.
A maximum of five (5) projects should be considered. Express, in
narrative form, experience held by key personnel in providing a variety
of cost engineering services during the construction phase of a project
life-cycle. A maximum of three (3) projects should be considered. III.
CAPABILITIES OF FIRM 150 Points A. Organizational approach and
leadership commitment to fulfill contract requirements and coordinate
team work among different offices. 100 Points B. Background of team in
integration of current architectural ; civil, structural; mechanical,
and electrical engineering; cost engineering; value management; cost
control and cost management programming technologies for a variety of
project types. 50 Points Identify, in narrative form, the firms plan
for execution of duties to fill the requirements of the contract.
Included in the narrative will be the firms organizational hierarchy,
and the methodology planned for aiding the firm meeting the needs of
multiple clients, placing multiple orders, in a multiple number of
geographic locations. Identify the background and experience of
proposed team members in the application of computer programs and
various technologies required in performing cost engineering functions.
IV. PROFESSIONAL QUALIFICATIONS 125 Points A. Qualifications and
commitment of relevant key individuals in each discipline area with the
professional qualifications necessary for this contract, i.e.,
certification by AACE, ASPE, SAVE, etc. 75 Points B. Qualifications and
commitment of relevant key individuals in each discipline area with
thorough experience in and understanding of the state of the art
technologies necessary for this contract. 50 Points Summarize the
qualifications, professional designation, education, and other
significant background information for the key members of the Cost
Engineering team. For all key personnel, identify the anticipated
duties of the person as full-time or part-time, and identify the person
as an employee of the CE firm or as an employee of a consulting firm.
Shortlisted firms will be notifed of their selection, and be provided
a Scope of Services. A Stage II submittal will be required from these
firms. This submittal will include a complete SF 254 and SF 255 with
all consultants nationwide. It will also include a detailed Program
Management Plan addressing how multiple task orders in multiple
locations will be accomplished. The Stage II evaluation will also
include an interview of each team. When selected for an interview, the
A-E Firm shall be prepared to discuss all aspects of the Evaluation
Criteria indicated above and to demonstrate the ability to fulfill all
contract requirements. Firms having the capabilities to perform the
services described in this announcement are invited to respond by
submitting three copies of your Stage 1 submittal. This submittal will
be comprised of completed SF-254's (for lead firm and associated or
joint ventures firms only), that are dated not more than twelve (12)
months before the date of this synopsis; and a modifed SF-255 (not
inclusive of all consulting firms) along with a letter of interest to:

SF-255, the A/E Firm MUST respond to the four (4) EVALUATED CRITERIA
stated in the CBD announcement for this solicitation. In Block 11 of
the SF-255, the A-E Firm MUST sign, name, title and date the submittal.
This procurement is being made under the Small Business Competitiveness
Demonstration Program (FAR 19.10). Small, small disadvantaged and
women-owned firms are strongly encouraged to participate. Large
business firms are reminded that if successful they will be expected to
place subcontracts to the maximum practical extent with small, small
disadvantaged and woman-owned small businesses as part of their
original submitted team. Before award of the contract, the A-E (if not
a small Business of $2,500,000 gross average over three years) shall
be required to present an acceptable Small Business and Small
Disadvantaged Business Subcontracting Plan in accordance with Public
Law 95-507. As part of its commitment to socioeconomic initiatives of
the Federal Government, the General Services Administration, Public
Buildings Service has established for fiscal 2000 subcontracting goals
