Financial Responsibility and Management Assistance Authority
("Authority") working on behalf of the District of Columbia government
("District") will be issuing a solicitation to select a Program
Management ("PM") firm to provide turnkey project services in
connection with the anticipated building of up to five (5) new
Government Centers in support of the Mayor's revitalization progarm.
Anticipated square footage will be in excess of 1,000,000. Specific
agencies involved in this transaction include the Department of Motor
Vehicles, Department of Employment Services, Metropolitan Police
Department, Department of Human Services, Medical Examiner/Forensics
Labs, Fire/EMS, Corrections et al. The selected PM will provide "Lead"
management support working closely with all agencies, especially the
Office of the Deputy Mayor for Planning & Economic Development, the
Deputy Mayor for Operations, the Office of Property Management and the
Office of the Chief Financial Officer. The PM will also work closely
with the District's private sector tenant representative firms that
represent the various agencies involved in the Govenment Centers. The
PM will in cooperation with the Office of the Deputy Mayor for Planning
and Economic Development oversee a design competion for the Government
Centers. Thereafter, the PM will issue a solicitation for a Lease
directed at the Devloper Business Community to build these Centers in
areas to be identified by the Mayor and to deliver turn-key projects on
a leased basis. The Lease to be executed with the Developers(s) will
contain build-to-suit provisions, delineating all customary items which
are addressed in such agreements, including Developer's
responsibilities, architect's agreements, selection protocol for
contractors/subcontractors, change orders protocol, etcl The specific
duties of the PM will include, but not be limited to the following:
Develop a program mgmt strategic plan for all services; obtaining need
analysis for all agencies, acquire throughopen market competition a
best-of-class security form develop all required secrutiy related
infrastructure plans; establish criteria for a design completion;
publish design competition solicitation; prepare and publish results of
design competition for the media/press; draft solicitation for Lease,
involving the construction and trun-key delivery of five Government
Centers;lead the development of a fiscal impact statement comparing the
advantages of choosing one develper for all projects, versus a
multi-developer strategy; assist in obtaining the buy-in of the
community, the District Council, the Authoirty and Congress; provide
the lead in resolution of land acquisition, zoning issues,
environmental issues business relocations, traffic flow patterns and
the realignment thereto; provide the lead communications and
information technology issues and develop a comprehensive IT plan for
the individual Centers based on present and potential future needs of
the District agencies. This solicitation is expected to beavailable
after July 10, 2000. It is anticipated that there will be a short
response time due to the urgency to acquire the services. All
