construct an approximately 55,000 gross square foot expansion at the
East Bay Processing and Distribution Annex located at 936 South, 250
East in Provo, Utah 84605-9998. The project consists of furnishing all
of the manpower, materials, equipment, and supervision necessary for
the design and construction of the expansion. The project includes
partial demolition of the existing building, docks, parking,
landscaping and utilities as necessary. It also includes all off site
improvements associated with the project, and all environmental
abatement of the materials identified in the documents. The relocation
of a freestanding storage building and utility service and
alterations/provisions are also required. The existing facility is
approximately 58,000 square feet and was built in 1986 and will be
attached directly to the addition(s). Those building connections,
associated building systems connections and all existing structural
alterations of the new and existing structure are a part of this
project. The expansion will be on the West side of the existing
facility and will displace current employee parking and the west wall
of the building. The facility must remain fully operational at all
times. Construction phasing will be required for this project. Site
preparation and development will include docks, concrete and asphalt
paved parking areas. The building expansion shall be a concrete slab
with foundations as required, CMU structure separated from the existing
facility by seismic joints, roof to be single-ply membrane over rigid
insulation, ballasted system to match existing. Exterior enclosure
shall match the appearance of the existing structure, including a brick
fa ade on the north elevation. The existing facility's HVAC system,
water and air will have to be evaluated, repaired and balanced prior to
the building expansion being considered complete and accepted by the
USPS. Provide HVAC, utilities, landscaping, storm drainage, concrete
sidewalks/pads, sprinkler system, and all other related/required
systems at the above postal facility in accordance with plans and
specifications. The work under this project is subject to the Errors
and Omissions (Clause 7-5). Technical Qualifications Evaluation is
based on a 100-point system total : (Experience -- 40 points,
Management Plan -- 25 points, Financial Capability -- 15 points,
Organization -- 15 points, Statement of Entity Backlog -- 5). The
estimated cost range is between $6,100,000 and $6,900,000. After final
approval of funding by the Postal Service, and successful
negotiations, a contract will be awarded to the general contractor
whose proposal offers the best value to the Postal Service. That
design/build firm will proceed with the completion of design documents
to 100% percent and construction of the expansion to the facility.
Total design and construction estimated completion date is 480 calendar
days after issuance of Notice to Proceed. The issue date is June 21,
2000. Proposals are due July 27, 2000, at 4 p.m. For subcontracting
opportunities, Minority Business Enterprises, Women-Owned Businesses,
and Small Business Enterprises, contractors and suppliers may request
a solicitation package and submit a proposal in their firms name. Firms
may also request a planholders' list for this solicitation from Rapid
Reproduction (FAX No. 901/385-2679) to pursue subcontracting
opportunities with general contractors. A pre-proposal conference is
scheduled for July 7, 2000, 8:00 a.m. in Conference Room at the
facility. There will be a walk-through immediately thereafter. Mr. Mike

a copy. The estimate cost of the solicitation package is $350 that
includes the cost of Express Mail. A CD ROM containing the 2000 design
standards, other pertinent publications and documents, is also part of
