US Army Engineering and Support Center, Huntsville intends to award a
fixed price Indefinite Delivery, Indefinite Quantity (IDIQ) commercial
item contract for maintenance and support of the Tri-Services
Automated Cost Engineering Systems (TRACES). The contract will be for
a base year with 4 option years. The Request for Quotation (RFQ) will
be issued under the simplified acquisition procedures set forth in
Federal Acquisition Regulations (FAR) Subpart 13.5 with an anticipated
award date of on or about 31 August 2000. The U.S. Army Engineering
and Support Center, Huntsville is the Assigned Responsible Agency (ARA)
for TRACES. The TRACES team, Automated Systems Branch, Cost Engineering
Division, and the Directorate of Engineering provides functional,
technical and project management support for TRACES. The Tri-Services
(Army, Navy and Air Force) are seeking quotations from responsible
quoters having the capability of providing the Department of Defense
(DOD) support in the maintenance of the TRACES modules. Existing
modules currently maintained by the TRACES ARA include Micro-computer
Aided Cost Estimating System (MCACES), Life Cycle Cost (LCC), Area Cost
Factors (ACF), Historical Analysis Generator (HAG), Cost Risk, and PC
Cost. The successful quoter shall have the capability to provide
support for the development, maintenance, and enhancement of software
modules; database maintenance; hotline (telephone) support; and
training support. Additional programming efforts may include the
development and/or maintenance of web-based applications. The
evaluation will be based upon past performance of the quoter, technical
and programming approach, cost engineering approach, personnel, program
management, quality management, and cost. Technical evaluation criteria
shall be set forth in the solicitation, which will be posted on or
about June 30, 2000. All quotations are due by close of business July
31, 2000. Also, to be considered eligible for award, the successful
quoter must be registered with the DOD Central Contractor Registration
(CCR). The following Internet site is provided for registration

registration package. It is the sole responsibility of the quoter to
register in CCR. The solicitation will be posted on the Internet and
will be accessible for download from the US Army Engineering and
Support Center home page at www.hnd.usace.army.mil. At home page select
"Doing Business with HNC; Directorate of Contracting; Business
Opportunities/Electronic Bid Solicitation". Follow the instructions on
registering as a planholder and downloading the solicitation. No paper
hard copies of the solicitation will be issued. It is the sole
responsibility of interested parties to register and download the
solicitation. Any amendments to the Request For Quote will be posted on
the CEHNC home page at the same address for the Request For Quotation.
