This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a Request For Quotation (RFQ). Submit offers on RFQ0003. The request for quotation (RFQ) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-17. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The National Institute of Allergy and Infectious Diseases intends to procure Gene knockout Services. The purpose is to create a mouse that lacks the gene encoding RGS13 (an RGS13 knock-out mouse) and replace a portion of the RGS13 gene with a lac Z reporter construct that will confer information regarding expression time and location. The Government needs to know by phase(s) the entire mouse knockout project, from the cloning of the mouse gene (with exonic/intron sequencing) to germline transmission. The company will create a targeting construct based on the structure of the genomic clone and electroporated into embryonic stem cells. The stem cells will be injected into mouse blastocysts producing chimeras. The chimeras will be bred with other mice in order to pass the mutant RGS13 allele to the offspring. The following evaluation criteria shall apply: 1.) Price: quotes of a lower price will be considered above those of a higher price. 2.) From inception to final delivery shall be nine to twelve months or sooner. 3.) Method used: Documented methods proven in generating mice. 4.) Documentation regarding adequacy of physical facilities and equipment to include: Mouse holding room in barrier design, Air handling equipment, Cage/Rack washing equipment, Lab work area and Pass-through autoclave equipment. 5.) Documented experience and availability of personnel. 6.) Final construct: The ability to include the lac Z reporter gene is essential for this construct. 7.) Government shall retain rights to use and freely distribute the gene knock-out mouse for research and development purposes. 8.) Offerors shall provide evidence of currentAAALAC certification.
