announcement constitutes a NOCA of a proposed contract modification
for the acquisition of a Smiths Industries FMS Stimulator/Simulator for
the Reconfigurable Avionics Testbed (RCAT). The Global Air Traffic
Operations/Mobility Command and Control Systems Program Office,
Electronics Systems Center, Hanscom Air Force Base, Massachusetts,
proposes to modify contract F19628-00-C-0032 (the procurement of a
Flight Management System) to add an FMS Stimulator/Simulator during the
second or third calendar quarter of 2000 to Smiths Industries. The
contract modification will be awarded pursuant to the authority of FAR
6.302-1 {(10 U.S.C.) 2304(c)(1)}-only one responsible source can
satisfy agency requirements. The Air Force anticipates the issuance of
a contract modification for one personal computer (PC) based Smiths
Industries FMS Stimulator/Simulator system (part number 175563-01-01
for the hardware and part number 553058-01-01 for the software) to
provide necessary flight parameter stimuli to a recently acquired
Smiths Industries FMS currently being installed in the RCAT located at
the MITRE Corporation, Bedford, Massachusetts. The proposed contract
action is for a PC based FMS Stimulator/Simulator system which the Air
Force intends to solicit and negotiate with one source under the
authority of FAR 6.302-1. Interested parties may identify their
interest and capability to provide an FMS Stimulator/Simulator system
that: a)provides the same functionality as the Smiths Industries system
and b)integrates into the existing FMS. Submit statement of
qualifications, along with supporting documentation to: ESC/GAK, 75
Vandenberg Drive, Bldg. 1630, Hanscom AFB MA 01731-2103, Attn: Capt.
David Huber, or via electronic transmission to:
david.huber@hanscom.af.mil. Responses must be received no later than 15
calendar days after the date of this publication and should not exceed
ten (10) pages on 8.5 X 11 inch paper with type no smaller than 10
pitch. This notice of intent is not a request for competitive
proposals. However, all responses to this notice received within 15
calendar days after the release of the notice will be considered by the
Government. The Government anticipates award of the contract
modification on or about 5 July 2000. An Ombudsman has been appointed
to hear concerns from offerors during the proposal and proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or the
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. Ombudsmen do not
participate in the evaluation of responses, source selection, or
formulation of acquisition strategy. Interested parties are invited to
call the Electronic Systems Center's Ombudsman, Colonel Joseph Magnone
(781) 377-5106. The Ombudsman should be contacted only with issuesor
problems that have previously been brought to the attention of the
program manager and/or contracting officer and could not be
satisfactorily resolved at that level. This synopsis does not
constitute a request for proposal, it does not restrict the Government
as to the ultimate acquisition approach, nor should it be construed as
