CBD on 27 March 2000 is cancelled in its entirety due to changes in
the government specifications. The USCG Engineering Logistics Center is
resoliciting quotations under DTCG40-00-Q-40041 from qualified
organizations to award a firm fixed price contract for: (1) "ESAB GXA
Rebuild and (2) "Repair/retro-fit on ESAB GXM 1600 cutting system". The
CLINS are: CLIN 1. MOTION CONTROL SYSTEM, CLIN 2. CUTTING SYSTEM, CLIN
3. INSTALLATION, CLIN 4. TRAINING AND TECHNICAL SUPPORT, AND CLIN 5.
WARRANTIES AND LOCAL SUPPORT. These supplies (CLINS 1 & 2) and services
(CLINS 3-5) are considered commercial supplies/services. The SIC code
for this requirement is 7373. It is estimated that quotes will be
issued five (5) days after the date of this notification, and the
quotation opening date will be approximately ten (10) days after the
issuance. This notice is for informational purposes only. All
responsible sources may submit a quote, which will be considered.
Delivery of CLINS (1) and (2) to be 4 to 6 weeks after award and
installation is to start immediately upon receipt of CLINS (1) and (2).
The CLINS and salients are: CLIN 1. MOTION CONTROL SYSTEM: CNC
(computer numerical control) Motion control System to retrofit to
existing ESAB gantry system including oxygen cutting at the Coast Guard
YARD. Control system minimum requirements are: HARDWARE SPECIFICATIONS
include: *Pentium III 433 MHz Intel Processor or higher, *64 RAM,
expandable *Dual scan or optional active matrix display, *3.1 Gig hard
drive or higher, *1.44 M Floppy Drive, * Industrial hardened
enclosure, *Keypad for ease of use (Keep press indicator to audible or
visual devise may be sued.) *EMI/RFI suppression, *Eight-direction
joystick, and *External Speedpot feedrate. MECHANICAL SPECIFICATIONS
include: Replacement of the following items to be included in
mechanical repairs, (1) All gear racks with standard racks, (2) Servo
Drive motors on X & Y-axis to be replaced, (3) Rail to be replaced with
new hardened rail, and (4) Operator panel which controls oxy/fuel torch
operation NOTE: All components replaced during repair will be items,
which are readily available through local industrial supply MOTIONS
FEATURES include: Two axis standard. Expandable to six axes of motion
for Dual Gantry, Contour Bevel head and multiple height control.
*Automated torch height control feature for arcwriter, *Closed loop
positioning for accurate motion based on encoded feedback, *Dynamic
accuracy of up to .002 with 1000 line encoders. *Programmable cut
speeds of up to 500IPM. *Automatic corner slowdown and torch height
disable. Speed increase/decrease buttons. * Two or more tool offsets
for multiple tool support.*Complete cut loss recovery feature with
backup on path, forward on path, off path restart, return to path and
move pattern functions. *Rip-mode for straight-line cutting. * Move to
pierce function for easy navigation within a part program. *Cut to
path feature for restarting of the cut processes anywhere along path or
edge starting. *Home position location supported through manual
commands or the part program * Homing switches used with the home
position feature for position recovery in the event of a power loss.
*Kerf changes during the cut process through the part program with real
time graphic display of cut path. OPERATIONAL FEATURES include:*Real
time graphic display showing the positioning of the cutting tool in
process, *Feature allowing display of cut speed, position, following
error, consumablelife, I/O status and other process start information,
*Zoom in/Zoom out feature which automatically centers tool during the
cut process, *Three operation modes: plasma, Oxy, and contour test,
*Operator may configure the plasma and oxygen process timing for
optimum cut quality, *Ability to rotate, scale, and mirror part
programs *Shape repeat functions with three grid patters (straight,
staggered and nested). *Ability to perform part alignment and skew
adjustments. COMMUNICATIONS FEATURES include: *Serial communications up
to 115K Baud. Up to 200K Baud when using the communications software
provided with the control -- using 2X compression, *Communications link
can be used to view files and folders on the host PC or network for
upload and download. The operator may search for files based on
operator selected criteria. *Preview option allows the operator to view
the part prior to loading onto the control. PROGRAMMING FEATURES
include: *Windows 98 optional windows NT operating system, *On screen
help, * Accepts EIA and ESSI style part programs, * Operates in Metric
and English, * Forty-nine preprogrammed simple shapes, Includes a text
simple shape, *Standard text editor features for amending parts
programs, *Kerf, feed rate, dwells may be entered by the operator and
through the part program, *Preheart time may be entered by the
operator, *Database functions for tracking consumable wear, *Direct
comunications interface to Oxy-fuel console, *Control softwear, link
communications, and help file updates and manuals available from
company Webster., * Built-in system diagnostics tools for I/O, link
communications, keyboard function, drives and motors. CLIN 2. CUTTING
SYSTEM: Two torch Oxygen Plasma Cutting and Marking Systems to be
controlled by control system in Item (1), with the minimum requirements
below, Hypertherm Ht2000, THC and Arc Writer or equal. Consumables
necessary for initial install and startup shall be included. *Cutting
capacities per torch of at least: Mild steel-1" thick piece and cut.
Dross free to 3/4" mild steel. Stainless steel-1.5 inches thick;
aluminum 1.5 inches thick; *Kerf angle 0 degrees to 5 degrees. *Power
supplies must be 200 Amp, 100% duty cycle at 30 kw; Power supplies to
have built in microprocessor to coordinate current and gas pressure;
*Ramp down at the completion of each cut cycle for optimum consumable
parts life, *Torches will have shield technology to protect the torch
during pierce and cut operations; Torches will have initial and
automatic height control, *System must have flexibility in plasma and
shield gases:(a) Plasma gases: oxygen, compressed air, nitrogen,
argon-hydrogen mixtures, (b) Shield gases: oxygen, compressed air,
nitrogen, carbon dioxide. *The marking system must be able to mark or
score mild steel, stainless steel, aluminum, and other metals. *The
marking system must be able to travel, mark, or score at variable
speeds and depths from 0 to at least 300 inches per minute, *The
marking system will be driven by the control system supplied as CLIN 1
and *must be 100% duty cycle. CLIN 3 INSTALLATION: Installation and
interface of CLINS(1) and (2) to gantry and water table described under
existing conditions, and interface with existing network and legacy
data, including fiber optic connection. Existing conditions include a
20' span, ESAB gantry (installed in 1990) over a 18' X 30' Anderson
water table. Available electrical power supply is 115V and 240V. The
existing oxygen cutting torches will remain in place and must be
interfaced with the new control system. The installer is responsible
for removing existing equipment being replaced. The installer and
repair agency must be authorized by the manufacture of the products
supplied (Hypertherm or equal). The installer and repair agency must
have past performance for the supplied systems and components including
software, hardware, mechanical and electrical components and
networking/communications. CLIN 4. TRAINING AND TECHNICAL SUPPORT:
following successful installation and integration of Items (1) and (2),
on site commercial training shall be provided. Contractor shall have
Internet site with online trouble shooting and diagnostics available.
Contractor to provide two sets of their commercial maintenance and
operators manuals. CLIN 5. WARRANTIES AND LOCAL SUPPORT: SUPPORT: The
contractor shall provide at least their commercial warranty to the
government. Local response time required is within 24 hours for service
work. The above CLINS are a commercial buy and the bidder is
responsible for providing all information and/or descriptive
literature, (such as cuts, illustrations, drawings and/or other
information necessary for the Contracting Officer to determine whether
the product meets the salient characteristics of the Quotation. If the
bidder must modify a product so as to make it conform to the
requirements of this solicitation it shall include in its bid a clear
description of such proposed modifications, and clearly mark any
descriptive material to show the proposed modifications.. If the bidder
proposes to offer an equal product, the brand name, if any, of the
product to be offered shall be clearly identified in the bid. The
evaluation of the offer and the determination as to equality of the
product shall be the responsibility of the Government and will be based
solely on the information furnished by the bidder in its bid. All
